REGULAR MEETING

May 14, 1951

The regular meeting of City Council was held Monday, May 14, 1951, at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Messrs Book, Culver, Holpp, Mikell, Petty and Smith.

MINUTES

Minutes of the last regular and special meeting were accepted as read.

REPORTS

Report of the City Manager for April 1951 was accepted as read.

Report of the Chief of Police for April 1951 was accepted as read.

Report of the City Alderman Conrad was accepted as read.

A check in the amount of $784.65 was remitted to the City by Alderman Conrad and a check in the amount of $190.85 was remitted by JP Maurice Carrow.

TAX ASSESSMENT

Council authorized the adjustment of any 1951 property assessment which has been increased more than 100% over the 1950 assessment, by reducing the new assessment to 100% increase.

KENT COUNTY MOTOR COMPANY ASSESSMENT

Kent County Motor Company requested a rebate of 75% of the tax paid in 1950 on their new building, claiming that the building was not completed and turned over to them until January 1951. The City Assessor was directed to investigate and report back.

NOBLE WARREN LEASE

Mr. Noble Warren requested City Council to increase the rent paid by the City for land leased from him for public housing to $50.00 per month. The matter was referred to a committee composed of Mr. Baker and Councilmen Holpp and Smith.

DIVISION STREET MAINTENANCE

The City Manager was directed to determine whether the State Highway Department would assume maintenance of Division Street.

WALKER ROAD STORM SEWER

City Council authorized the purchase of materials for an 18" storm sewer to be installed on Walker Road from Queen Street west approximately 2/10 of a mile to a drainage ditch or creek. Engineering services and labor are to be provided by the State Highway Department.

FENCE AT DOVER STREET WELL

Council directed that the fence be erected around the Dover Street well and sub-station.

NO PARKING SPACE

Ellis Auto Body works requested a no parking space on South Governors Avenue to be used by its wrecking truck. Four Councilmen voted in favor of the motion, Council Smith voted No, Councilmen Mikell did not vote. The motion was declared defeated, pending a decision as to the number of votes required to pass a motion.

A no-parking area of approximately 80 feet was set aside on S. Governors Avenue near the Dover Laundry, permitting the laundry to install driveways to and from parking space which it will provide.

THERESA M. PARKER BILL

Council approved payment to Theresa M. Parker of $220 for clerical work done for the Committee 39.

LIBERTY BELL

Council approved as a permanent site for the replica of the Liberty Bell the triangle at the northern entrance to Dover.

MACK & COMPANY REPORT

Mack and Company submitted to City Council an interim report of the financial condition of the City.

CARNIVALS

Council approved the request of the American Legion to hold a carnival from May 28 thru June 2, 1951.

SILVER LAKE SWIMMING

Council discussed the condition of the beach on Silver Lake. A motion to close the beach this year was defeated. A motion to make limited repairs and improvements was defeated. Council authorized the expenditure of approximately $2500 to repair and improve swimming facilities and to pay the salaries of life guards at the beach this summer.

MOWING MACHINE

Council discussed the purchase of a mowing machine and deferred action pending the receipt of additional bids on a machine.
