REGULAR MEETING

April 9, 1951

The regular meeting of City Council was held Monday, April 9, 1951 at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Messrs Book, Carroll, Culver, Holpp, Mikell, Petty, and Smith.

REPORTS

Report of the City Manager for March 1951 was accepted as read.

Report of the Chief of Police for February 1951 was accepted as read.

Report if the City Alderman was accepted as read. A check in the amount of $1278.85 was remitted to the City.

MINUTES

Minutes of the last regular meeting were accepted as read, with the exception that under COMMITTEE ON ASSESSMENT the words “concurred in its recommendation that assessments on business properties be raised 50% and on residential property 20%” be changed to read “ concurred in its recommendation that revised assessments on business properties be raised 50% and on residential property 20%.”

HOTEL RICHARDSON

A letter was received by City Council which was directed to Mr. Max Terry, Attorney for the Hotel Richardson, by W. Ellis Preston, 903 Jefferson Street, Wilmington, Delaware, an architect retained by the Gilbert System Hotels to renovate and repair the Hotel Richardson. The letter, made a part of these minutes, contained a resume of the work to be done at the Hotel Richardson as agreed upon by Mayor, Storey, Thomas E. Baker and Ralph H. Boyer. Council approved the recommendations of the City Officials.

ASSESSMENT APPEALS AND TAX RATE

Due to the great number of appeals received from the tax assessment for the current year, Council decided that it would recess until Monday, April 16, 1951 at 7:30 P.M. for the purpose of hearing appeals. No tax rate will be set until appeals have been heard.

REPORT OF POWER COMMITTEE

Number citizens appeared before Council to determine what action Council would take on the report of the Power Committee of the Mayor’s Committee of 39. Mayor Storey informed the citizens that no official report has as yet been received from the committee, therefore Council could take no action.

ORDINANCE

By unanimous vote of all members present, Council passed the following ordinance:

AN ORDINANCE PROHIBITING THE PARKING OF VEHICLES AT THE EASTERLY AND WESTERLY ENDS OF THE GRASS POLE IN THE LOOCKERMAN STREET PLAZA IN THE CITY OF DOVER.

Be It Ordained By The Council Of The City Of Dover In Council Met:

Section 1. The following areas in the easterly extension of Loockerman Street, known as The Plaza, in the City of Dover are hereby designated No Parking areas:

(a). All those portions of The Plaza immediately adjoining the portion of each of the grass plots or islands in the said street lying eastward of a line perpendicular to the center line of each of said islands and twenty-five feet distant in a westerly direction along the said center line from the easterly end of each of said islands;

(b). All those portions of The Plaza immediately adjoining the portion of each of the grass plots or islands in the said street lying westward of a line perpendicular to the center line of each of said islands and twenty-five feet distant in an easterly direction along the said canter line from the westerly end of the said islands.

Section 2. From and after the passage and approval of this ordinance it shall be unlawful for any person to park any vehicle in the easterly extension of Loockerman Street known as The Plaza in the City of Dover in any of the areas designated No Parking areas in Section 1 of the Ordinance.

Section 3. Any person convicted of a violation of the ordinance shall be fined not less than One Dollar($1.00) nor more than Twenty-Five Dollars($25.00) or, upon failure to pay such fine, shall be imprisoned not more than five days.

ELECTRIC LINE EXTENSION

City Manager Agner reported that residents on the road running from McKee Road at Delaware State College to the back road to Kenton requested that electric service be extended to them. He estimated the cost at $1300. Council directed that the City Manager determine what portion of needed materials is now in stock and the cost of materials that must be purchased to do the job and report back to Council.

BUDGET

City Manager Agner presented to City Council a tentative budget for 1951-1952 for their consideration in determining the tax rate for the coming year.

DAYLIGHT SAVING TIME

Council directed that between the last Sunday in April and the last Sunday in September, 1951 all City offices open and close one hour earlier.

GARBAGE AND TRASH

City Manager Agner reported that rates for pickup of trash and garbage outside the city limits had been increased from $1.00 to $2.40 per month and that $1.00 per month will be charged for garbage and trash delivered to the incinerator and dump by individuals.

SEWER RENTS

City Manager Agner reported for the committee appointed to determine sewer rents to be charged properties outside the City limits, that a tentative rate of $1.50 per month per apartment at Garden Court apartments had been decided upon.

USE OF BANK LANE BY BUSSES

A complaint, objecting to the use of Bank Lane by large passenger busses was referred to the Chief of Police.

RECESSED MEETING

The regular meeting of City Council, recessed April 9, 1951, was called to order Monday April 16, 1951 at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Messrs Book, Carroll, Culver, Holpp, Mikell, Petty, Smith and Wilson.

ASSESSMENT APPEALS

Numerous property owners, or their representatives, appeared before City Council to appeal tax assessments for the current year. Council then considered all the tax appeals received and adjusted assessments as shown on the attached list, which is made a part of this record.

Council recessed at 1:30 A.M.

RECESSED MEETING

The recessed meeting of City Council was called to order Monday, April 23, 1951 at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Messrs Book, Carroll, Culver Holpp, Mikell, Petty and Smith.

RECOGNITION OF REPETOIRE

Upon request of Messrs Willard Boyce, Dave Greene and M. Hayes Wilson, Council authorized any organization so wishing, to erect a banner over Governors Avenue in recognition of Councilman Stanely Mikell’s horse Repetoire.

EQUIPMENT RENTAL

Council instructed City Manager Agner the policy of the City is to rent City equipment such as the crane or air compressor to any person or firm which wants to use it at current rate for such equipment, competition with any local private enterprise.

HANCOCK PIER

Council authorized Mr. Harry Hancock to construct a new pier extending from his property into Silver Lake.

TAX RATE

Council fixed the tax rate for the year 1951 at $1.25 per $100 of assessed valuation.

DR. LAYTON TREE

Council granted permission the Dr. and Mrs. Robert R. Layton Jr. to remove a tree from in front of the walk from their front door.

NO PARKING SPACE

Council granted a reserved parking space to Clarence R. Dempsey, Justice of the Peace, at his residence and office, 109 S. Bradford Street.

Council adjourned at 10:45 P.M.
