REGULAR MEETING
March 12, 1951
The regular meeting of City Council was held Monday, March 12, 1951 at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Messrs Book, Carroll, Culver, Holpp, Mikell, Petty, Smith and Wilson.
REPORTS
Report of the City Manager for February 1951 was accepted as read.
Report of the Chief of Police for February 1951 was accepted as read.
Report of the City Alderman was accepted as read. A check in the amount of $644.40 was remitted to the City.
MINUTES
Minutes of the last regular meeting were accepted as read. Minutes of the Special Meeting of February 26 were amended to include “Leave of absence without pay is granted Mr. Francis Erdle effective March 31, 1951.”
COMMITTEE ON ASSESSMENT
Council accepted the report of the committee which has completed reassessment of property within the City of Dover and concurred in its recommendation that assessments on business properties be raised 50% and on residential property 20%.
YMCA RESOLUTION
Council received a resolution from the Board of Directors of the Dover YMCA urging City Council to appropriate funds to improve swimming conditions at Silver Lake. Mrs. Ruth Taber appeared to represent the Board. Improvements will be considered in the budget for next year.
COMMITTEES - TREE AND PLANNING
E.V. Ingram, President of Friends of Old Dover notified Council that Mrs. Alden Richardson and Mrs. M. Hayes Wilson Sr. were appointed members of the Tree Committee and Mrs. Max Terry and Mrs. Howard Lynch were appointed members of the Planning Committee.
Mr. Agner reported that members of City Council and their wives were invited to attend a meeting of the Friends of Old Dover, Friday, March 16, 1951, when a guest speaker will discuss trees.
LIBRARY
J. Wallace Woodford, President of the Dover Library Commission reported to Council on the efforts of that Commission to secure new quarters for the Library. More time was requested pending the outcome of a request to the State Legislature to authorize a bond issue of $100,000 to construct a library. Council extended the time for the use if City Hall as a Library until July 1, 1951, with the further provision that if the bond issue is denied the Library will be moved to available temporary quarters.
SIDEWALKS - SOUTH BRADFORD STREET
Council directed that property owners on South Bradford Street between Hope Street and Wyoming Avenue install sidewalks and curbs.
SEWER RENT
Councilmen Holpp, Carroll, Culver and Smith and City Manager Agner were appointed as a committee to study rates for sewer rent. Council approved the immediate billing of sewer rents set by the committee to properties outside the City limits using City facilities.
GARBAGE AND TRASH
Council authorized the City Manager to set rates for Collection of garbage and trash outside the City, based on cost of collection plus 15%, and to charge such rates April 1, 1951.
WATER RATES
Councilmen Book, Mikell, Petty and Wilson and Thomas E. Baker were appointed a committee to study revision of rates charged for water.
NON-RESIDENT USE OF INCINERATOR
Council directed that, effective immediately, no garbage and trash from outside the City limits shall be burned at the City incinerator except that delivered to the incinerator as a result of authorized collections made by City employees.
METERS FOR PARKING LOTS
Council directed that four parking meters be installed on the west side of Governors Avenue between North Street and Bank Lane, and that three parking meters be installed on Kings Highway at its southeast intersection with Loockerman Street.
City Manager Agner was authorized to purchase six additional parking meters.
PARKING
Chief of Police Turner reported as follows:
Ellis Auto Body Shop requested a reserved parking space ont eh east side of Governors Avenue between North Street and Bank Lane.
The State Auditor requested that three parking spaces be marked off in front of the State House on The Green, where limited parking only would be permitted.
That an unmetered parking space of 37' is located on Governors Avenue between a driveway and the Massey Hardware gasoline pump.
That ordinances be prepared governing parking on the island in The Plaza. The City Solicitor was directed to prepare these ordinances for consideration of City Council.
ORDINANCES
Action on a proposed bicycle ordinance was deferred for further revision.
A proposed ordinance codifying motor vehicle and traffic regulations was presented to Council for study.
AN ORDINANCE TO AMEND AN ORDINANCE REGULATING THE PARKING OF AUTOMOBILES AND OTHER VEHICLES ON THE STREETS OF THE CITY OF DOVER BY PROHIBITING PARKING ON GOVERNORS AVENUE WITHIN FORTY (40) FEET OF THE INTERSECTION THEREOF WITH LOOCKERMAN STREET.
Be it Ordained By The City Of Dover In Council Met:
Section 1. The ordinance regulating the parking of automobiles and other vehicles on the streets of the City of Dover passed June 14, 1937, as amended by adding at the end of Section 1a thereof the following words:
“Governors Avenue-north and south from intersection with Loockerman Street.”

ORDINANCE
By unanimous vote Council approved the following ordinance:
AN ORDINANCE TO AMEND CHAPTER IV OF THE ORDINANCES OF THE CITY OF DOVER, ENTITLED “ELECTRIC LIGHT AND POWER DEPARTMENT”, WITH REGARD TO THE COLLECTION OF BILLS FOR ELECTRIC CURRENT.
Be It Ordained By The Council Of the City of Dover In Council Met:
Section 1: Section 2 of Chapter IV of the Ordinances of the City of Dover is hereby amended by adding at the end of the first paragraph of the first section the following sentence:
A penalty of five percent shall be added to all bills not paid on or before the twenty-fifth day of the month following the date of the bill.
Section 2: Section 2 of Chapter IV of the Ordinances of the City of Dover is hereby further amended by adding at the end of the second paragraph of the said section the following sentence:
Section 3: section 2 of Chapter IV of the Ordinances of the City of Dover is hereby amended by deleting in Paragraph 3 of the said section the words and figures “Two ($2.00) Dollars” and inserting in lieu thereof the words and figures “Five ($5.00) Dollars.”

ELECTRIC METER DEPOSITS
Council authorized the City Manager to increase cash deposits required of electric service customers to such sum as n his discretion appears justifiable.
