REGULAR MEETING
January 8, 1951
The regular meeting of City Council was held Monday, January 8, 1951, at 7:30 P.M. with Mayor Storey presiding. Members present were Councilmen Carroll, Culver, Lofland, Mikell, Petty, Smith and Wilson.
MINUTES
Minutes of the last regular meeting were accepted as read.
REPORTS
Report of the City Manager for December 1950 was accepted as read.
Report of the Chief of Police for December 1950 was accepted as read.
Report of the City Alderman was accepted as read. A check in the amount of $783.50 was remitted to the City.
DONATION TO YMCA
Council authorized a donation of $4500 tot he Dover Recreation Fund to be paid at the rate of $500 per month beginning January 1951.
REQUEST FOR THE USE OF BASEBALL PARK
Council authorized a donation of $4500 to the Dover Recreation Fund to be paid at the rate of $500 per month beginning January 1951.
A & P SIDEWALK
M. Hayes Wilson requested permission to install addition sidewalk on the Plaza at the entrance to the new A & P Market. Council granted permission to Mr. Wilson to install the sidewalk, to raise a low spot in the present walk and to remove a curb near the driveway under the direction os City Manager Agner. The new sidewalk shall not be wider than the entrance doorway to the store and shall have a two foot wing at the curb end.
VERA DAVIS - ELECTRIC LINE
City Manager Agner exhibited to City Council the cost figures on the electric line extended to Mrs. Vera G. Davis Farm and reported that a pole situated on the highway near a grove of trees on her farm had been relocated.
GARTON SEWER - FAIRVIEW AVENUE
A request by Mr. Irving Garton to install at his own expense a sewer to extend form William Street to his store on Fairview Avenue at Columbia Avenue was tabled by Council.
EXTENSION OF NEW STREET
Council discussed the possible future extension of New Street south from South Street to Wyoming Avenue.
SALARY INCREASE
Council approves salary increases for Charles Legates from $60.00 per week to $65.00 per week, and for Herbert Sapp from $56.00 to $60.00 per week.
HOSPITAL ELECTRIC AND WATER
Council considered the problem of furnishing water and electric to the Kent General Hospital. It was the general opinion that the Hospital should be billed for water and electric at cost when the new wing is opened.
ORDINANCE GOVERNING PUBLIC AND PRIVATE ALLEYS
The City Solicitor was directed to prepare an ordinance prohibiting obstruction of public and private alleys and permitting free access for the purpose of fighting fires and collecting garbage and trash.
FIRE MARSHALL
Ralph Boyer was appointed fire Marshall for the year 1951.
AMENDMENTS TO CHARTER
The City Solicitor was directed to prepare a bill for presentation to the State Legislature amending the City Charter to permit operating a City Jail and to permit working prisoners on the streets.
ELECTION
Council authorized the ore of clerical help for the City Election to be held Monday, January 15, 1951 and also authorized the printing of 5000 official ballots.
ORDINANCE
An ordinance was read to Council covering amendments to City Ordinances governing collections for electric current and discontinuance of service to delinquents. No action was taken.
CITIZENS MEETING
Members of Council agreed to meet with the Citizens Committee to consider the purposed City Improvement Program at the Fire Hall, on January 22 at 7:30 P.M..
