REGULAR MEETING

October 9, 1950

The regular meeting of City Council was held on Monday, October 9, 1950 at 7:30 P.M. with Mayor Storey presiding. Members present were Councilmen Behen, Carroll, Culver, Lofland, Petty, Smith and Wilson.

MINUTES

Minutes of the last regular and special meetings were accepted as read.

REPORTS

Report of the City Manager for September 1950 was accepted as read.

Report of the Chief of Police was accepted as read.

Report of the City Alderman was accepted as read. A check in the amount of $1330.00 was remitted to the City.

SIDEWALKS

A delegation was informed that November 1, 1950 had been set as the date by which sidewalks were to be installed on the west side of Slaughter Street.

Council ordered that property owners on West Street between Division and Mary Streets install curbing and sidewalks. The City Manager was directed to inform the owners of Council’s order.

SURFACING STREETS

A delegation of residents on Lakewood Place between Ross Street and Walker Road requested City Council to pave that street. They were informed that prices were being secured on that work. A tentative decision was made by Council to surface a 20 foot strip of that street rather than the entire width of the street, pending installation of curbing by the property owners.

The City Manager was directed to secure bids at an early date on street surfacing and resurfacing projects.

HOSPITAL POWER AND WATER

The City Manager and Councilmen Lofland and Carroll were appointed a committee to meet with members of the Kent General Hospital Board to discuss power and water facilities furnished the Hospital by the City.

LIBRARY

Council directed that the Library Commission be informed to remove its effects from City Hall by February 1, 1951.

LIBERTY BELL

Councilman Petty volunteered to contact State officials about a permanent location for the replica of the Liberty Bell.

MONUMENT ON GREEN

Council directed that the monument now located on The Green be relocated on The Plaza at the opposite end of the island on which is located the Firemen’s monument.

UTILITIES UNDER NEW DUAL HIGHWAY

Council authorized the City Manager to secure permission from the State Highway Commission to install beneath the new dual highway the following utilities.

A 20" storm sewer to drain the area east of State Street and in the vicinity of Pine and Lotus Streets.

An 8" water line to run thru the bridge crossing the stream at the eastern end of Lotus Street.

A 6" water line at the North Little Creek Road.

A water line in the vicinity of the Whiteoak Road.

DIVISION STREET SEWER

The contract for installing the Division Street was awarded to Pleasanton & Edgell, Inc., subject to revision following negotiations with the Pennsylvania Railroad concerning sewer pipe laid beneath the tracks at the Division Street Crossing and the contractor’s agreement to lower his price if the line is laid under the shoulder of the south side of the street.

BUSINESS IN RESIDENTIAL AREA

City Council approved the opening of a beauty parlor on Reed Street between Bradford Street and Governors Avenue by Mrs. Margaret B. Laird.

ORDINANCES

The City Solicitor was directed to prepare an ordinance making the speed limit 25 miles per hour on Forest and Division Streets between Salisbury Road and the Railroad.

The City Solicitor was directed to prepare an ordinance eliminating one parking meter on each side of the Governors Avenue entrance to the Acme Market parking lot, and prohibiting parking for a distance of ten feet on each side of the New Street entrance.

STOP SIGNS

Council directed that STOP signs be erected at Columbia Avenue and Bradford Streets, at South Street and Governors Avenue, and on Mary Street at West and Pear Streets.

HOTEL RICHARDSON

Reports of the Fire Marshall and Building Inspector on the Hotel Richardson were accepted. The City Manager was directed to write the owners of the Hotel telling of the investigation and that Council would like to discuss the matter with them.

GAS TANK

Council authorized the installation of a gasoline tank on the premises of the former Dover Laundry Company, provided city ordinances were complied with.

RESIDENTIAL ASSESSMENTS

Former action of City Council approving the reassessment of residences within the City was rescinded.

ORDINANCE

By unanimous vote of all members present, Council approved the following:

AN ORDINANCE AMENDING AN ORDINANCE RELATING TO TRAILERS

Be It Ordained By The Council Of The City Of Dover In Council Met:

Section 1. That Section 1 of an ordinance adopted December 13, 1948, relating to trailers, be and the same is hereby amended by striking out of the said Section 1 the words (without first obtaining a permit from the City Council”.

INCINERATOR ORDINANCE

Action was deferred on an amendment to City Ordinances controlling the use of incinerators and burning within the City.
