REGULAR MEETING
August 14, 1950
The regular meeting of City Council was held on Monday, August 14, 1950 at 7:30 P.M. with Mayor Storey presiding. Members present were Councilmen Behen, Culver, Lofland, Mikell and Smith.
MINUTES
The minutes of the last regular and special meetings were accepted as read.
REPORTS
Report of the City Manager was accepted as read.
Report of the Chief of Police for July 1950 was accepted as read.
Report of the City Alderman for July 1950 was accepted as read. A check in the amount of $578.00 was remitted to the City.
POWER PLANT EMPLOYEES
Employees of the City Power Plant requested salary increases. They were informed that a committee appointed to investigate salary increases had not yet reported to City Council.
STREET LIGHTS - LOOCKERMAN STREET
Council directed that Loockerman Street be illuminated with incandescent lamps in preference to mercury vapor lights.
TREES
Council requested Mr. Eugene Shaw to submit written recommendations on the varieties of tress suggested by him for planting or replanting within the City of Dover together with the manner of planting.
BUSINESS IN RESIDENTIAL AREA
Council considered the request of Mrs. Lacy Rudic to open a beauty shop at 221 N. State Street. Petitions favoring and opposing the business were received. The Building Commission was directed to make a survey of the area involved to determine the sentiment of the residents.
TELEVISION INTERFERENCE
Residents of the 100 block S. New Street requested Council to take action to relieve interference on their television sets caused by short wave broadcasting of Mr. Joseph Veit at 111 S. New St. They were informed that a representative of the Federal Communications Commission would be in Dover Tuesday, August 15, 1950 to investigate and recommend corrective action.
DISPOSAL PLANT AND SEWER SURVEY
Council authorized employment of the firm of Albright & Friel to survey the City Disposal Plant and Sewer System and to recommend a future plan of expansion. Cost of the survey will be $1500.00.
GARDEN COURT APARTMENTS SEWER AND WATER
Council authorized the extension of sewer facilities $5500.00 and water line $1600 to Garden Court Apartments. Payment will be made by Garden Court Apartments under an agreement previously made.
WEST DIVISION STREET SEWER
A petition was received from residents of West Division Street requesting extension of City Sewer to that area.
CITY OWNED LAND AT DOVER AIR BASE
The City Solicitor was directed to continue negotiations with Government authorities directed toward sale of city-owned land at the Dover Air Base.
DOVER BASEBALL PARK
The City Solicitor informed Council that its deed to the Dover Baseball Park was free of all restrictions and that disposition of it was governed only by the City Charter. Council does not wish to dispose of the property at this time.
TELEPHONE COMPANY DUCTS
Council granted permission to the Diamond State Telephone Company to open the streets and install ducts from its office on S. State Street to a point north of the Memorial Plot, thence East to King Street, and along King Street to a point designated by them.
INCINERATOR REPAIRS
Council authorized payment of $3400 to the Morse Boulger Company for repairs to the incinerators, and directed that the company furnish an itemized invoice of any additional cost claimed by them.
Council authorized payment of $6850 to the Hazard Chimney Company for repairs to the incinerator chimney in accordance with a contract between that firm and the City of Dover, and rejected payment of an invoice amounting to $8217 submitted by that firm.
PETITION FOR WATER LINE
Residents of Bayard Avenue requested City Council to provide them with a six inch water line to replace the present one inch line.
PARKING AT KENT COUNTY COURT HOUSE
Council authorized the use of temporary signs setting aside parking space for judges at the Kent County Court House during periods when Court is in session.
NEW EQUIPMENT
Council authorized the purchase of a new air compressor at an estimated cost of $2880.00. Council directed the City Manager to secure bids covering the purchase of a new crane and a trailer on which to move it.
RESOLUTION TO BORROW $30,000
Council tabled until its next meeting a resolution authorizing the City to borrow $30,000 for current expenditures.
IRVING GARTON SEWER AND WATER
Council discussed the possible extension of sewer and water to a store now being erected by Mr. Irving Garton at Fairview and Columbia Avenues.
M. HAYES WILSON BUILDING
The City Solicitor was directed to prepare necessary papers covering the deeding of a strip of land 18' wide to the City of Dover by Mr. M. Hayes Wilson. The strip is immediately adjacent to the western boundary of City Hall property.
BUSINESS DISTRICT
The Building Commission was directed to study the present layout of the City of Dover business district and recommended changes to City Council. The City Solicitor and Mr. Thomas E. Baker were directed to assist the Commission.
FOX FIRE ENGINE
The old Fox Fire Engine owned by the City of Dover was donated to the Robbins Hose Company for disposal as that organization sees fit.
ORDINANCE
By unanimous vote of all members present, Council adopted the following ordinance:
AN ORDINANCE REGULATING THE PARKING OF VEHICLES ON THE WESTERLY SIDE OF STATE STREET BETWEEN WATER STREET AND SOUTH STREET IN THE CITY OF DOVER.
BE IT ORDAINED by the Council of the City of Dover in Council Met:
Section 1. From and after the passage and approval of this ordinance it shall be unlawful for any person to park any vehicle upon that portion of the westerly side of State Street between Water Street and South Street in said City adjacent to the lands of the State of Delaware occupied and used by the State Highway Department of the State of Delaware as a motor vehicle inspection lane, garages, and parking lot.
Section 2. Any person convicted of a violation of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined not in excess of $10.00 for each offense or shall be imprisoned for a term not exceeding ten days, or both, at the discretion of the Alderman of the City of Dover.
