REGULAR MEETING

July 10, 1950

The regular meeting of City Council was held on Monday, July 10, 1950 at 7:30 P.M. with Mayor Storey presiding. Members present were Councilmen Behen, Carroll, Culver, Mikell, Lofland, Petty and Smith.

MINUTES

The minutes of the last regular and special meetings were accepted as read.

OPENING PENNSYLVANIA

A delegation from Rodney Road and Pennsylvania Avenue extended requested Council to open Pennsylvania Avenue thru Washington Street. A petition from residents of Hazel Road, Pennsylvania Avenue and American Avenue objected to opening the street.

WEST DIVISION STREET SEWER

A delegation from West Division Street requested that the City extend sewer lines to that section. They were informed that such a project was included in the current budget.

DOVER SCHOOL ATHLETIC FIELD

Dr. Halderman requested City Council to aid in building the new athletic field for Dover High School by contributing the lighting system and seats from the Dover Baseball Park. The City must first determine whether such action would effect its ownership of the Baseball Park.

REPORTS

Report of the City Manager was accepted as read.

Report of the Chief of Police for June 1950 was accepted as read.

Report of the City Alderman for June 1950 was accepted as read. A check in the amount of $1022.30 was remitted to the City.

OUTDOOR INCINERATORS

Councilmen Petty, Lofland and Smith, Mr. Thomas E. Baker and Fire Chief Ralph Boyer were appointed as a committee to view a demonstration of a backyard incinerator before Council approved the use in the City of Dover. The Committee will report its recommendations to City Council.

LIBERTY BELL

Mayor Storey requested Council to rescind its former action directing that the replica of the Liberty Bell be installed on The Green and that its permanent location be decided after conferring with local civic organizations. On the motion by Mr. Carroll, seconded by Mr. Culver, Councilmen Behen, Carroll and Culver voted yes, Councilmen Lofland, Mikell, Petty and Smith voted no. A motion by Mr. Lofland, seconded by Mr. Behen, to reconsider, was unanimously approved. Monday, July 24, 1950 at 7:30 P.M. at City Hall, was set to hold a public meeting on the matter.

WITHDRAWAL OF AIR SERVICE

A letter rom the Transportation Committee of the Dover Chamber of Commerce requested City Council to send a representative to a meeting to be held at 7:45 P.M., Wednesday, July 12 at City Hall to discuss possible withdrawal of air service from Dover by All American Airways. Mr. George Carroll was designated to represent City Council.

LIONS CLUB CIRCUS

Council directed that no charge be made for the July 4 circus held by the Dover Lions Club and that that organization’s check for $55.00 be returned.

SLAUGHTER STREET SIDEWALKS

Council instructed the City Manager to order that sidewalks on the west side of Slaughter Street be installed by November 1.

PURCHASE OF EQUIPMENT

Council authorized the purchase of a new International Truck and a new Gar Wood body for garbage collections.

Council authorized the purchase of a new Dodge 1 ton truck and a new Dodge 2 ton truck for electric line use, plus the purchase of a new line truck body, aerial ladder, and accessories for both trucks from the Baker Equipment Corporation.

Council approved use of the present International Line truck at the incinerator when its body is removed and an old dump body installed. Council approved use of the 3/4 ton Dodge Pickup for mosquito control and tree spraying when the Aeromist sprayer is installed on it.

The City Manager was authorized to dispose of the old Ford and International trucks now used at the incinerator.

$30,000 CREDIT

Council authorized the establishment of a $30,000 credit at some local bank to be used as and when needed. The City Solicitor was directed to draw up the necessary resolution.

PINE STREET SEWER EXTENSION

Council was informed by Mr. Thomas Baker that the State Board of Health Stream Pollution Commission would not approve the installation of a septic tank, similar to that serving Lotus Street, in the event sewer lines were extended on Pine Street to serve a proposed development by the Rupert Construction Company and Mr. Leslie Gooden. Mr. Baker stated that a sewer line would cost approximately $4800, a septic tank $1400, storm sewer, $3200, water lines and hydrants $3900.

NORTHWEST DOVER HEIGHTS

A proposed agreement covering the extension of water lines to Northwest Dover Heights was referred to the City Solicitor.

ROOSEVELT AVENUE APARTMENT

Council denied the request of Mr. A.T. Thawley to extend water lines to an apartment house he proposed to build on Roosevelt Avenue, because City finances would not permit such an extension. The City Manager was directed to inform Mr. Thawley of Council’s decision.

POSSIBLE SHORTAGE OF MATERIALS

City Manager Agner discussed possible shortages as a result of present action in Korea, and whether it would be advisable to stockpile materials. Mr. Agner was advised to stock a three months supply of materials.

SURFACING STREETS

The City Manager was authorized to surface streets at his discretion with 20-foot strips and to stone Pear Street and such others as appear advisable this year. He was directed to open Ross Street from Bradford to State.

BUDGET

By unanimous vote of all members present, Council approved the following ordinance.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:

     Section 1. That the amounts herein named, aggregating Five Hundred Ninety Seven Thosand Six Hundred Forty-five Dollars and Twenty-five Cents ($597,645.25), or so much thereof as may be necessary, are hereby appropriated from current revenues for the use of the several departments of the municipal government, and for the purposes hereinafter mentioned for the fiscal year beginning July 1, 1950 and ending June 30, 1951, as follows:
