SPECIAL MEETING

June 19, 1950

A Special Meeting of City Council was held on Monday, June 19, 1950 at 7:30 P.M. with Mayor Storey presiding. Members present were Messrs. Behen, Carroll, Lofland, Petty, Smith and Wilson.

SOUTH DOVER HEIGHTS

Mr. Leslie Gooden and Mr. Thomas of the Rupert Construction Company asked Council what utilities would be provided to a proposed development at the east end of Pine Street. Water and electric could be extended. Sidewalks and curbing would be installed by the property owners. Streets could be laid after curbing is completed. Two-fifths of the cost of the streets would be charged to property owners, the balance would be paid by the City. Thomas E. Baker was instructed to investigate the problem of installing sewer lines and report back to the next meeting of Council.

INCINERATOR

Council authorized the expenditure of $3400 to repair the incinerator.

SITES FOR CITY DUMP

Council instructed the City Solicitor to draw up leases for two possible sites for a City Dump, one the property of Mr. Ravy on Whiteoak Road, the second a site on the South Little Creek Road, near the Brown Farm. Council approved the use of City-owned land at the east end of Washington Street for dumping trash only.

PURCHASE OF TRUCKS

Council approved the purchase of a new body for a garbage truck, and the purchase of a new line and a new garbage collection truck, unless after bids are received, it proves more economical to mount the new garbage body on the old line truck.

POWER PLANT SURVEY

Council authorized the employment of H.M. Wilson Co. to complete a survey of the power plant at a cost not to exceed $2150.00.

GASOLINE TANK

Council authorized the installation of a gasoline tank by Elmer Johnson at 140 N. Queen Street, provided building requirements were met.

NEW AMERICAN STORE AND CAPITAL CLEANERS

Council authorized the erection of a parapet approximately 19" high on the south wall of the new American Store, adjoining the property of Capital Cleaners, 140 S. Governors Avenue.

IRVING GARTON STREET

Council directed the City Manager to investigate the street drainage condition at Walker Road and Fairview Avenue and report back.

PLOT FOR LIBRARY BELL REPLICA

Council authorized the dedication of a plot on the west side of The Green and the placing of a 12'x12' concrete base on which will be set a replica of the Liberty Bell donated by the Federal Government. The Mayor was authorized to select a committee to assist in selecting the site. July 4, 1950 is the date set for the dedication. Local civic organizations will be asked to erect a suitable structure to protect the bell.

REVIEWING STAND

Council authorized payment of M.A. Hartnett Inc. of $85.11 and to Harold Hughes of $181.50 for erection of the reviewing stand for the Chicken Festival parade.

REPORT OF ASSESSMENT COMMITTEE

The committee appointed to revise property assessments in the City of Dover reported to Council that the work was completed, and requested Council as a whole to review the reassessments. The committee also reported the hours spent by each member on the task. No decision was made as to payment of committee members.

ELECTRIC LINE EXTENSION

The City Solicitor was directed to prepare a resolution authorizing the extension of an overhead distribution line between the Pickering Beach and Kitts Hummock Roads on the Nine Foot Road to Little Creek.

WATER LINE - GREENHILL STREET

The Mayor and City Manager were appointed as a committee to bargain with Mr. Wilson of Frederica for the purchase by the City of a privately owned water line in Eastover Hills.

WATER LINE EXTENSION

Council authorized extension of a water line to the Erdle and McDaniel properties in the alley north of Loockerman Street, between Bradford and State Streets, provided the property owners pay one-half the cost of the extension.
