SPECIAL MEETING

February 20, 1950

A Special Meeting of City Council was held on Monday, February 20, 1950 at 8:00 P.M. with Mayor Storey presiding. Members present were Messrs. Behen, Carroll, Culver, Lofland, Mikell, Petty, Smith and Wilson.

BUS STATION

The Mayor and City Council expressed the unanimous opinion that the action granting an option for the construction of a bus station on the City-owned lot east of City Hall was entirely proper. Mr. A.T. Thawley has petitioned the Chancellor of the State of Delaware to issue an order restraining the Mayor and City Council from selling the lot. In the event a temporary restraining order is issued, based primarily on the claim that the sale price is inadequate, Council approved the or thru sealed bids under the same conditions and with the same restrictions as are contained in the option and deed for the proposed bus center. The intent of the bidders must be to use the lot for the construction of a bus center, or some alternate public or quasi-public purpose. In the event the lot is sold to a bona fide bidder, the costs of fill and other expenses incurred by James E. Turner under the original option will be added to the selling price and such sum paid over to Mr. Turner. Council will reserve the right to approve plans and specifications as well as the type of architecture of any building to be erected.

LIBRARY

A letter from the Secretary of the Dover Public Library Commission requested Council make repairs to the Library on the second floor of City Hall. The City Manager was directed to inspect the library and report his findings to the next Meeting of City Council.

RESIGNATION OF CITY MANAGER

Council considered the application of City Manager Charles C. Brown to leave City employment by April 1, 1950. The following committee was appointed to receive applications: Mayor Storey, Councilmen Wilson, Carroll and Behen.

ORDINANCES

The City Solicitor was directed to prepare the following ordinances:

An ordinance providing for a Fire Prevention Bureau.

An ordinance adopting a Fire Prevention Code.

POWER PLANT FIRE WHISTLE

Council directed the Power Plant foreman, Mr. Pleasanton, to repair the steam whistle by March 1, or, upon failure to do so, to appear before the next Meeting of Council
