SPECIAL MEETING

January 30, 1950

A Special Meeting of City Council was held on Monday, January 30, 1950 at 7:30 P.M. with Mayor Storey presiding. Members present were Messrs. Behen, Carroll, Culver, Mikell, Petty, Smith and Wilson.

Reading of the minutes were dispensed with.

CONSTRUCTION OF ELECTRIC LINE

William L. Scott requested than an electric line be extended to his farm near Little Creek. The City Manager was instructed to report back to the next meeting of Council on the cost of construction.

STREET LIGHTS

The City Manager reported the estimated costs of rebuilding the City street lighting system: Cost of new wiring overhead, $32,800.00; Lights and fixtures on State, Division, Forest Streets and Governors Avenue $32,000.00; approximate complete total coss $100,000.00. Council instructed the City Manager to obtain estimates on underground wiring and report to the next meeting of Council, if possible.

SEWER ON WEST DIVISION STREET

A delegation requested information on extension of sewer lines to West Division Street. The project will be considered in next year’s budget.

MARCH OF DIMES

Council denied a request to use parking meters for March of Dimes collections.

Council approved the use of sidewalks on Loockerman Street for the mile of dimes project on Friday and Saturday, February 3 and 4, 1950.

BUS CENTER OPTION

Mr. James Turner presented to Council for its approval a drawing of the proposed bus center and a sketch of the interior layout. Mr. Jesse A. Harmon spoke for the Transportation and Utilities Committee of the Chamber of Commerce in opposing the sale of a portion of the City-owned parking lot east of City Hall for the construction of a bus center. He gave the railroad station as a preferable location and stated that the railroad company was agreeable to its use. He stated that the City-Hall location would be better used as a parking lot, or reserved for the construction of a hotel. He also thought the selling price was low. Mr. Charles Hardesty and Mr. A.T. Thawley objected to the project. Messrs James Allee, J. Dewey Quillen and Edward Biter voiced their approval of the planned bus center. All citizens present were given an opportunity to present their opinions.

Following due consideration, Council unanimously approved the bus center plans as submitted as to architecture and design, with the requirement that actual construction comply with City ordinances.

The City Solicitor was instructed to prepare a deed for the sale of the lot and to have the deed available on or before February 8, 1950, the expiration date of the option. Council directed the City Solicitor to include the following information and reservations in the deed:

1.  The date the option was exercised.

2.  That this land never be used for anything but a public or a quasi-public purpose.

3.  That the City of Dover have the right of first refusal to repurchase buildings and land, within sixty days of notification of intent to sell, at cost price to owners, less reasonable depreciation.

4.  A recitation of the terms of the option.

Council directed that the deed be transferred upon payment of the full purchase price of $3,000.00 and stipulated that sale of the land was further conditional upon beginning of construction within six months of February 8, 1950.

COMMITTEE ON CITY DUMP

The following committee was appointed to inspect the City dump and report to the next meeting of City Council their recommendations for improving conditions that exist.
