REGULAR MEETING
January 9, 1950
The regular meeting of City Council was held on Monday, January 9, 1950 at 7:30 P.M. with Mayor Storey presiding. Members present were Messrs. Behen, Carroll, Culver, Lofland, Mikell, Petty, Smith and Wilson.
MINUTES
Minutes of the last regular meeting were accepted as read.
CITY MANAGER’S REPORT
Report of the City Manager was accepted as read.
CHIEF OF POLICE’ REPORT
Report of the Chief of Police for December 1949 and for the year of 1949 were accepted as read.
REPORTS OF ALDERMAN AND DEPUTY ALDERMAN
Reports of the Alderman and Deputy Alderman for the December 1949 were accepted as read. Checks in the amount of $982.10 from the Alderman and $7.00 from the Deputy Alderman were remitted to the City.
FIRE MARSHALL
Appointment of a Fire Marshall was deferred to the February meeting.
ELECTION COMMITTEE
The Alderman and four holdover Councilmen were appointed a committee to conduct the municipal election January 16, 1950.
BALLOTS AND CLERICAL HELP
The City Clerk was authorized to hire such clerical help as would be necessary to assist in the Municipal Election and to have 5000 ballots printed.
BUILDING INSPECTOR
Thomas E. Baker was appointed building inspector for the year 1950.
UNLOADING TRUCKS ON LOOCKERMAN STREET
Mr. Edgar Buchanan appeared as the representative of truckers interested in the problem of loading and unloading on Loockerman Street. The committee on the preparation of an ordinance controlling loading and unloading trucks on Loockerman Street were instructed to confer with representatives of the trucking companies before making recommendations to Council.
GARTON REQUEST FOR BUSINESS IN RESIDENTIAL AREA
Mr. Irving Garton presented a petition signed by property owners near Fairview and Columbia Avenues favoring his request to open a business in the area. As his request was once denied, Council directed that the procedure outlined in the City ordinances be again followed, beginning with publication of his request and followed by a Building Commission hearing of residents in the area.
GASOLINE TANK
Mr. J. Ward Hurley was granted permission to install a gasoline tank and pump at his home on North Bradford Street.
LOTUS STREET ALLEY
Cook and Smith, Lotus and State Streets, offered to the City fifteen feet of the southern end of their property in return for a fifteen foot alley near the eastern end of their property, now deeded to the City. The strip offered to the City would extend to State Street an alley south of, and paralleling Lotus Street. Acceptance was deferred until the City Solicitor could render an opinion.
NO PARKING AREA - DOCTOR STEELE
Council denied Dr. E.R. Steele’s request for a 3-car parking space in front of his home where he now has a one car space.
LIMITED PARKING - WESLEY CHURCH
Council unanimously approved a motion forbidding parking, except to load and unload, in a 3-car area on State Street in front of Wesley Church on all Sundays from 9 A.M. to 12 noon.
REQUESTS FROM TRANSPORTATION COMMITTEE * CHAMBER OF COMMERCE
The Transportation and Utility Committee, Chamber of Commerce, suggested that tags for parking meter violations bear the information that free parking space is available east of City Hall. This suggestion was referred to the Chief of Police.
The Committee further suggested that Council request the Traffic and Planning Department of the State Highway Department to prepare a comprehensive five year traffic plan for Dover. This suggestion was referred to the Chief of Police for study and report back to Council.
The Committee requested information the option granted James E. Turner on the lot east of City Hall for the construction of a bus center. They also forwarded copies of correspondence with the Pennsylvania Railroad concerning the location of a bus center in the railroad passenger station. Council directed that the Committee be furnished full information on the option and pointed out they could not yet determine whether the option would be exercised.
STREET LIGHT PROGRAM
City Manager Brown reported that several weeks would be required before a completed draft of the street light program could be presented.
SAXTON NO PARKING REQUEST
John J. Saxton requested that parking be prohibited along the entire curb line of his garage on North Street. The City Manager was directed to investigate the request.
PARKING ON GREEN
The City Manager was directed to survey parking on The Green to determine which manner of parking would be preferable.
BUILDING CODE REVISION
The following committee was appointed to study and revise the building code: City Manager Brown, Councilmen Petty and Lofland, Thomas E. Baker, and the Chief of Police.
TREES ON WATER STREET
Council directed that the Tree Committee inspect trees on the Culbreth property on Water Street and to have them cut down if needed.
ORDINANCE
By unanimous vote of all members present, Council approved the following ordinance:
AN ORDINANCE REGULATING TRAFFIC AT THE INTERSECTION OF LOOCKERMAN STREET AND FOREST STREET IN THE CITY OF DOVER, KENT COUNTY DELAWARE.
Be it ordained by the Council of the City of Dover in Council Met:
Section 1. All vehicles entering Loockerman Street at the intersection of said Loockerman Street with Forest Street shall come to a full stop before proceeding over, across or upon said Loockerman Street.
Section 2. The City Manager is hereby authorized and directed to erect appropriate traffic signal or signals at the intersection of Loockerman Street and Forest Street necessary to carry out the provisions of this Ordinance.
Section 3. Any person or persons convicted of violating any of the provisions of this Ordinance shall be fined not in excess of Ten Dollars ($10.00).

PENSION - MRS. ARTIS
Council directed the Clerk to write the widow of former Chief of Police Artis that it had no authority to pay her a pension.
