REGULAR MEETING

December 12, 1949

The regular meeting of City Council was held on Monday, December 12, 1949 at 7:30 P.M. with Mayor Storey presiding. Members present were Messrs. Behen, Carroll, Culver, Lofland, Mikell, Petty, Smith and Wilson.

MINUTES

Minutes of the last regular and special meeting were accepted as read.

CITY MANAGER’S REPORT

Report of the City Manager was accepted as read.

CHIEF OF POLICE’ REPORT

Report of the Chief of Police for November 1949 was accepted as read.

REFUND OF COSTS OF TRIAL

Council directed that towing costs charged to three officers of the State Grange be refunded to Mr. Leon Tarburton and returned by him to those who paid the charges.

REPORTS OF ALDERMAN AND DEPUTY ALDERMAN

Reports of the Alderman and Deputy Alderman for the month of November 1949 were accepted as read. Checks in the amount of $495.00 from the Alderman and 46.70 from the Deputy Alderman were remitted to the City.

GARTON REQUEST FOR BUSINESS IN RESIDENTIAL AREA

As a result of objections from a majority of property owners in the area, Council denied Irving Garton’s request to open a grocery store at Columbia Avenue and Fairview Avenue, a residential section.

ONE WAY STREET

Action on an ordinance making King Street one way was deferred.

ELECTION OF FIRE CHIEFS

Council elected the following unopposed nominees as chiefs of the Robbins Hose Company:

                                    William A. Hayes                   Second Assistant

CITY ASSESSOR

Council by unanimous vote appointed Thomas E. Baker as City Assessor for the year 1950.

OPENING OF ALLEY

A request by Mr. Roy Honey to open the existing alley south of Lotus Street was referred to the City Manager.

REPORT OF CITY SOLICITOR

Council accepted the report of the City Solicitor on letters sent to the Pennsylvania Railroad requesting improved train schedules, and to the Civil Aeronautics Board protesting the request of All American Airways to discontinue air service to Dover and directed that copies of the letters be filed with the City Clerk.

POLICE PARKING SPACE

Council directed the City Solicitor to prepare an ordinance providing a parking space for police cars on the south side of Loockerman Street, west of New Street.

DONATION - DOVER RECREATION COUNCIL

Council approved a donation of $4500 to the Dover Recreation Council to be paid as in the past, i.e. at the rate of $500 per month beginning the month of January 1950.

SALARY OF CITY SOLICITOR

Council approved payment of $500 to the City Solicitor for his services during the year ending February 1950.

WATER AND SEWER FEES - OLD PRESBYTERIAN CHURCH

Council directed that water and sewer tapping permits, costing $122.00, be granted to the State of Delaware without charge when the Old Presbyterian Church is converted into a museum.

SEWER - DIAMOND STATE DAIRY

Thomas E. Baker, Health Officer, reported on bad conditions resulting from overflow of a sewer used jointly by the Diamond State Dairy and Cecil Moore on South State Street. The Health Officer was directed to determine the rights of each party to the sewer before any action was taken to correct the condition.

HEALTH HAZARDS

Council directed that a condemned building relocated on the property of Mary Saab on Slaughter Street be torn down and removed.

Council directed that a junk yard established by Theodore Wilson at 50 Cherry Street without a permit be removed and cleaned up.

PARKING

Council informed Mr. Harry Lepore, representing businessmen in the area, that the present three lane traffic on Governors Avenue at Loockerman Street which eliminated parking space, was still in the experimental stage.

The matter of marketing out parking spaces parallel to the curb on The Green was referred to the City Manager.

The City Manager was directed to have school signs erected near the parish hall at William and New Streets.

COMMITTEE ON PARKING ORDINANCES

The following committee was appointed to revise traffic and parking ordinances of the City of Dover: the City Solicitor, City Alderman and Chief of Police.

COMMITTEE ON PARKING LOT

The following committee was appointed to recommend a suitable location and the manner of operating a City-owned parking lot: City Manager Brown, Councilmen James J. Behen Sr., Stanley Petty, Kenneth O. Smith and J. Everett Lofland.
