REGULAR MEETING
July 11, 1949
The regular meeting of Council was held on Monday, July 11, 1949 at 7:30 P.M. with Mayor Storey presiding. Members present were Messrs. Behen, Carroll, Culver, Lofland, Petty, Smith and Wilson.
WAR MEMORIAL
The Dover Post, Delaware Veterans of World War II submitted a sketch of a proposed memorial to the dead of World War II. The site of the proposed memorial would be the present triangular parking area at State and King Streets. The City was requested to eliminate parking in the area and install curbing similar to that in the Plaza. The Dover Post, Delaware Veterans of World War II, sponsors of the project, would bear the cost of the fill, landscaping, and a bronze plaque inscribed with the names of the war dead. The dedication date desired is September 2, 1949. The following committee was appointed to determine the cost to the City and report its recommendations to Council: City Manager Brown, Councilmen Carroll and Petty.
MINUTES
Minutes of the last Regular and Special meetings were accepted as read.
CONDEMNATION OF BUILDING
Council noted that Mrs. Henry Ridgley, owner of a warehouse on North Street ordered torn down or made safe within ninety days, was absent from the City. Council directed that Mrs. Ridgley be given ninety days, after receipt of personal notice, to tear down or make safe the warehouse.
CITY MANAGER’S REPORT
Report of the City Manager was accepted as read.
CHIEF OF POLICE’ REPORT
Report of the Chief of Police for June 1949 was accepted as read.
REPORTS OF ALDERMAN AND DEPUTY ALDERMAN
Reports for the Alderman and Deputy Alderman for the month of June, 1949 were accepted as read. A check from the Alderman in the amount of $408.90, and from the Deputy Alderman in the amount of $372.20, was remitted to the City.
GATES AT RAILROAD CROSSINGS
A letter received from the Pennsylvania Railroad requested that they be allowed time to perfect the operation of crossing gates at Forest Street and at Division Street. Council directed that the Railroad be notified of its request that the gates be operating to the satisfaction of City Council by August 1, 1949, or that watchmen be placed at the crossings after that date.
SAFETY DEPOSIT BANK
Council authorized rental of a deposit box in the vaults of the Farmers Bank of the State of Delaware, Dover, Delaware, and that access be had by the City Treasurer and City Manager or City Clerk, together.
BUDGET ORDINANCE
By unanimous vote of all members present, Council adopted the following ordinance.
BE IT ORDAINED by the Council of the City of Dover in Council met:
Section 1. That the amounts herein named, aggregating Five Hundred Sixty-three Thousand, Seven Hundred Fifty-one Dollars and Thirty-seven Cents ($563,751.37), or so much thereof as may be necessary, are hereby appropriated from current revenues for the use of the several departments of the municipal government, and for the purposes hereinafter mentioned for the fiscal year beginning July 1, 1949 and ending June 30, 1950, as follows:

Section 2. The City Manager is hereby authorized, without further approval from City Council, to make interdepartmental transfers up to 10% of the amount herein appropriated to any department.

ATTORNEY FEES
Council authorized payment of $2,077.62 to the firm of Morris, Steel, Nichols & Arsht who represented the City of Dover in court action brought by Garden Court Apartments, Inc.
ORDINANCES
Council gave unanimous approval and directed that the City Solicitor draw up the following ordinances:
An ordinance prohibiting parking except by police along the curb in front of Police Headquarters on King Street.
An ordinance designating Minor Street as a one way street from West to East between Governors Avenue and Bradford Street and permitting vehicles to load and unload on the South side only.
An ordinance prohibiting U-turns on Loockerman Street between State Street and the Railroad Station except where a traffic circle is provided for turning.
An ordinance prohibiting parking except by police at a designated location on the east side of Governors Avenue between Loockerman Street and North Street.
An ordinance permitting prisoners held in any City of Dover cell or prison to be worked on the streets of Dover, providing legal authorization for such action exists.
An ordinance governing and limiting the installation of Fuel Oil Tanks.
NO PARKING SPACE
Council granted Radio Station WDOV a no parking space on Bradford Street, just north of the Ehrlich Building.
Council denied no parking space to the Delaware News Company on S. New Street and to the Whatcoat Methodist Church on Slaughter Street.
GASOLINE STORAGE TANKS
Council granted permission to the Dover Electric Supply Company to install a gasoline storage tank and pump on its premises at Reed and West Streets, providing City requirements are met.
Council denied permission to Hammond Coverdale to install a gasoline storage tank and pump on his premises on N. State Street.
NAMING OF STREETS
Council denied the request of James Hughes to change the name of N. Queen Street to Fairview Avenue.
Council authorized a change in the name of N. Kirkwood Street extended, from William Street to Walker Road, to Carol Street.
TAX DISCOUNT
Council denied the request of International Latex Corporation to allow a discount on City of Dover tax paid after the expiration of the discount period.
POLE LINE LEASE
Council authorized the City Manager to complete a lease with the U.S. Government covering the use of a government owned pole line by the City of Dover on the Lebanon road near the Air Base at a cost to the City of $17.00 per year, providing the cost is assessed against customers using the line.
SURFACE AND PIT TYPE TOILETS CONNECTED TO SEWER
Council directed the Executive Officer, City Board of Health, to notify all owners of property where surface and pit type toilets exist to connect to a sewer, where such facilities are available.
POLICE RADIO
Council authorized Chief of Police James Turner to secure a demonstration of police car radios to assist in determining what type radio will meet the requirements of the City.
PAY OF COUNCIL
Council approved monthly payments of its members for attendance at meetings effective for the month of July 1949 and directed that its members be billed for all water and electric service.
LETTER CAPITAL CITY CLUB
A letter from The Capital City Club, Business and Professional Women, was referred to the City Manager for reply.
