REGULAR MEETING
May 9, 1949
The regular meeting of City Council was held on Monday, May 9, 1949 at 7:30 P.M. with mayor Storey presiding. members present were Messrs Behen, Carroll, Culver, Lofland, Mikell, Petty, Smith and Wilson.
Minutes
Minutes of the last regular meeting were read and accepted with the following amendment: Council authorized the City Manager to negotiate a contract for the extension of City sewer and water lines to the construction site of Garden Court Apartments, providing cost of such extensions are repaid the City by Garden Court Apartments.
Sidewalks
A delegation of citizens requested Council to require property owners on Slaughter Street to complete the installation of a sidewalk between Loockerman and North Streets. Council directed the City Manager to require property owners on the east side of Slaughter Street between Loockerman and North Streets to install sidewalk.
Mill Property
A delegation from Capitol Grange requested that the City correct hazardous conditions existing on the site of the old mill property now owned by the City. The City Manager was directed to correct conditions to eliminate the hazards.
City Manager’s Report
Report of the City Manager was accepted as read.
Chief of Police Report
Report of the Chief of Police for April 1949 was accepted as read.
Deputy Alderman
Council approved the appointment of John A. Custer as Deputy Alderman to act in the absence of the Alderman until May 23, 1949.
Deputy Alderman’s Report
Report of the Deputy Alderman was accepted as read. A check in the amount of $82.05 was remitted to the City.
Chief of Police
James E. Turner, who will assume the office of Chief of Police of the City of Dover on May 16, 1949, appeared before Council to outline proposed regulations for the Police Department. City Council unanimously approved the regulations as read.
Association of Mayors Dues
Council approved payment of the City of Dover’s share of dues in the Delaware Association of Mayors.
Visit of Mayor and Council to DP & L Vienna Plant
Council accepted the invitation of the Delaware Power & Light Company to visit its Vienna plant. The City Manager was instructed to arrange the visit some Wednesday in the near future.
Maurice Jarrell Permit
Maurice Jarrell requested permission to open a business at his home, Forest Street and Salisbury road, a residential district. A petition from a majority of property owners in the vicinity objected to granting the permit. In view of the petition, Council denied Mr. Jarrell a permit to open a business at his residence.
Nursing Home
Mrs. Ella K. Link requested permission to open a nursing home at 521 S. State Street, a residential section. Council granted the permit subject to approval of the structure by the City Fire Marshal and City Board of Health.
Taxables
Council directed the City Assessor to place James Richardson and wife upon the City tax rolls.
Projects
City Manager Brown stated that the project for installation of a 10” water main from Minor Street to Legislative Hall ha progressed to a point where he desired permission of Council to invite bids of the job.
Mr. Brown requested Council’s approval for the following street program for 1949.
New Surface: Fulton Street – Queen Street to West Street
William Street – New Street to Queen Street
Smith Street – American Avenue to Virginia Avenue
South Street – Governors Avenue to new Street
Resurface: Bradford Street – Hope Street to Waples Avenue
Rodney Road – 100’ at Pennsylvania Avenue
Columbia Avenue – Bradford Street to State Street
Grade & Stone: New Street – Ross Street to Walker Road
Ross Street – Bradford Street to State Street
Columbia Avenue – New Street to Queen Street
Pennsylvania Avenue – Rodney Road to Monroe Street
Clara Street – Queen Street to Governors Avenue
Lotus Street – Orchard Avenue to end of Street
Mr. Brown requested Council’s approval of a mosquito control program costing approximately $2000.00.
Council unanimously gave its approval to the three projects.
Ordinance
By unanimous vote, Council passed the following ordinance:
BE IT ORDAINED by the Council of the City of Dover in Council met:
Section 7, Chapter IX, of Ordinances of the City of Dover is amended to add:
It shall be unlawful to park any vehicle on the South side of Division Street from State Street to King’s Highway. The penalty for violation of this ordinance shall be as prescribed for other violations of this section.

AN ORDINANCE TO AMEND AN ORDINANCE Regulating the parking of automobiles and other vehicles on the streets of the City of Dover, passed June 14, 1937.
BE IT ORDAINED by the Council of the City of Dover in Council met:
Section 1 of an ordinance regulating the Parking of Automobiles and other vehicles on the streets of the City of Dover, June 14, 1937, is amended to read:
Section 1. It shall be unlawful for any person or persons to park, place or keep any motor vehicle, carriage, wagon or other similar vehicles within twenty (20) feet from the intersection of the curb lines where any street, lane or alley intersects with any other street, lane or alley within the City of Dover, except as noted in Sections 1a and 1b herein.
Section 1a. It shall be unlawful for any person or persons to park, place or keep any motor vehicle, carriage, wagon or other similar vehicle within forty (40) feet from the intersection fo the curb lines on the following streets:
State Street – north and south of intersection with Reed Street
Bradford Street – north and south of intersection with Reed
Reed Street – east and west of intersection with Bradford
New Street – north and south of intersection with Reed
Queen Street – north and south of intersection with Reed
Kirkwood Street – north and south of intersection with Reed
State Street – north and south of intersection with Fulton
State Street – north and south of intersection with Delaware Avenue
State Street – north and south of intersection with Cecil
State Street – north and south of intersection with Mary
State Street – north and south of intersection with Hazel Road
State Street – north and south of intersection with Clara
Governors Avenue – north and south of intersection with Mary
Governors Avenue – north and south of intersection with Cecil
Governors Avenue – north and south of intersection with Fulton
Loockerman Street – east and west of intersection with Queen
Loockerman Street – east from northeast intersection with Forest
