REGULAR MEETING

                                                                                                                        September 13, 1948

The regular meeting of City Council was held on Monday, September 13, 1948 at 7:35 P.M. The meeting was called to order by Mayor Willis. Members present were Mrs. Frear and Messrs. Carroll, Carson, Culver, Mikell, Wilson and Wright.

Minutes

Minutes of the last regular meeting were accepted as read.

City Manager’s Report

The City Manager’s Report was accepted as read.

Chief of Police Report

Report of the Chief of Police for August 1948 was accepted as read.

Alderman’s Report

Report of City Alderman Conrad was accepted as read. A check in the amount of $363.60 covering collections for August 1948 was remitted to the City.

Report of Alternate City Alderman Knight for June and July 1948 was tabled pending receipt of complete reports through August 1948.

Abatement of Smoke Nuisance

A delegation of citizens from Eastover Hills appeared before Council to request action to abate the smoke and soot nuisance arising from the City Power Plant. The City Manager was directed to inquire further into the cost of installing controls on smoke stacks.

Permit for Temporary Housing at Wesley Junior College

Mr. Harry C. Evans, representing property owners near Wesley Junior College, requested Council to place a definite limit on the time temporary housing may be retained at Wesley Junior College.

Council resolved unanimously that the present permit allowing Wesley Junior College to retain two temporary buildings on its campus until January 1, 1950 be cancelled. In lieu thereof, Wesley Junior College is granted a permit to retain until July 1, 1951 two temporary buildings, to be used only as dormitories, and that the bottom half of all windows in the buildings be painted or so darkened as to obscure from outside view the interior of the buildings.

Parking on the Plaza

By unanimous vote, Council passed the following ordinance:

AN ORDINANCE PROVIDING FOR AND REGULATING PARKING ON CERTAIN STREETS

Be it ordained by the Council of the City of Dover in Council met:

SECTION 1.   It shall be unlawful to park any vehicle on the North side of the East bound lane of Loockerman Street Plaza from State Street to the lands of the United States Government.

SECTION 2.   Any person, firm or corporation violating the provisions of this ordinance, or aiding, abetting or assisting in the violation of said provisions shall, upon conviction before the proper officers of the City of Dover, be sentenced to pay a fine of not less than One Dollar ($1.00), and not more than Fifty Dollars ($50.00) and costs of prosecution for each offense, or imprisonment of not more than five days.

SECTON 3.    If any section or provision, or part thereof of this ordinance , shall be adjudged invalid or unconstitutional by a court of competent jurisdiction, such adjudication shall not effect the validity of the ordinance as a whole, or of any section, provision or part thereof, not adjudged invalid or unconstitutional.

Amendment Parking Meter Ordinance

By unanimous vote, the following amendment to the Parking Meter Ordinance was approved.

AN ORDINANCE TO AMEND AN ORDINANCE ENTITLED “AN ORDINANCE PROVIDING FOR THE LEASING AND INSTALLATION OF PARKING METERS: PROVIDED FOR AND REGULATING THE PARKING ON CERTAIN STREETS: AUTHORIZING THE USE OF PARKING METERS THEREFOR AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF.

Be it ordained by the Council of the City of Dover in Council Met:

In Section 2 of this Ordinance, the designated streets be changed to read:

Both sides of Loockerman Street from State Street to Queen Stret.

West side of State Street from Loockerman Street, northward, a distance of about one hundred ten feet (110’).

East side of Bradford Street from Loockerman Street, northward, about seventy feet (70’).

West side of Bradford Street from Loockerman Street to Minor Street.

Both sides of Governors Avenue from North Street to Reed Street.

East side of State Street from Loockerman Street to the Green.

Claim Against Surety Company

The City Solicitor reported on the status of the City’s claim against the National Surety Company. Council deferred action until a special meeting called for September 20, 1948 at 7:30 P.M.

Traffic Control – Booker T. Washington School

Council discussed a request to install automatic signals to control traffic at Forest & Division Streets near Booker T. Washington School. A further report is to be received on the matter.

Condemnation

Upon recommendation of the Fire Marshal and Building Inspector, the house of Clarence C. Bray, 223 W. Division Street, was condemned and ordered torn down as a fire and safety hazard.

No Parking Space

Request of F. A. Ardito, Veterinarian, 136 S. Bradford Street, for a no parking space was rejected by Council.

Transmitter * Robbins Hose Company

Council authorized payment of $600.00 to the Robbins Hose Company, representing one-half the original cost of radio equipment used jointly by the Fire Company and Police Department.

Parking Meters

Council authorized the installation of 18 parking meters on the east side of State Street from Loockerman Street to The Green and of 27meters on both sides of Governors Avenue from Minor Street to Reed Street. Decision to install meters on State and Bradford Streets north to Reed Street was delayed pending completion of a survey of property owners.

Paving South Bradford Street

A petition was received from property owners on South Bradford Street from Waple Avenue to Wyoming Avenue requesting paving of that street. Upon motion of Mr. Mikell, seconded by Mrs. Frear, Council directed the paving of South Bradford Street from Waple Avenue to Wyoming Avenue.

Press Cards

Council directed that cards be printed and made available to members of the press on the occasion of ceremonies putting stamps on sale commemorating volunteer firemen, October 4, 1948.
