REGULAR MEETING

                                                                                                                        June 14, 1948

The regular meeting of City Council was held on Monday, June 14, 1948 at 7:30 P.M. The meeting was called to order by Mayor Willis. Members present were Mrs. Frear and Messrs. Carroll, Culver, Mikell, Hartnett, Wilson and Wright.

Minutes

Minutes of the last regular meeting were accepted as read.

City Manager’s Report

The City Manager’s Report was accepted as read.

Chief of Police Report

Report of the Chief of Police for May 1948 was accepted as read.

Alderman’s Report

The Alderman’s report was accepted as read. A check in the amount of $278.50 covering collections for May 1948 was remitted to the City.

Street Repairs

A committee of citizens appeared before Council and requested repairs to Cecil and Fulton Streets. Council authorized the City Manager to pay Cecil and Fulton Streets between New and Queen Streets with a hard surface paving.

Repairs to Alley

Council directed the City Manager to make such repairs as are necessary to prevent rain washing out the mouth of an alley on the east side of New Street between Cecil and Mary Streets.

Veterans of Foreign Wars Carnival

Council granted use of the parking lot east of City Hall to the Veterans of Foreign Wars for holding a carnival between June 16 and 26, 1948.

Request for Tourist Sign

Council granted permission to Mrs. T. G. Walters, 521 N. Governors Avenue for the erection of a Tourist sign on the lawn of that address.

Memorial Plaque

The Junior Chamber of Commerce offered the City of Dover the scroll of the members of the armed forces of World War II now erected at the Farmers Bank. Council declined the offer because a veterans organization desired possession of the roll.

Delaware Power & Light Company

A letter received from the Delaware Power & Light Company requested permanent right-of-way for the portion of their 22 KV line now on property of the City of Dover and written approval for that company to sell current to the International Latex Corporation. If approval to sell current to Latex was not granted it is the intention of the Delaware Power & Light Company to remove their line and substation facilities as soon as possible. Council, following consideration, denied both requests.

Sewer Line

Council authorized the City Manager to extend present sewer lines to serve existing homes in the vicinity of William and pear Streets.

Electric Rates – P-2 Rate

By unanimous vote, Council repealed the ordinance prescribing P-2 rates for certain users of electric current passed May 8, 1944, and amendments thereto, effective June 30, 1948.

Council approved the following P-2 rate, effective July 1, 1948:

Demand Charge

$1.65 per kilowatt for the first 150 kilowatts of maximum demand per month.

$1.375 per kilowatt for all over 150 kilowatts of maximum demand per month.

Energy Charge

2.75 per kilowatt hour for the first 2,000 kilowatt hours used per month

2.2 per kilowatt hour for the next 3,000 kilowatt hours used per month.

1.65 per kilowatt hour for the next 5,000 kilowatt hours used per month

1.55 per kilowatt hour for all over 10,000 kilowatt hours used per month

Other regulations governing P-2 rates are continued in effect without change.

Steam Rate

Council approved the following rate for sale of steam, effective July 1, 1948:

$1.00 per 1000 pounds of steam, based on present cost of fuel. The rate shall be adjusted to reflect future changes in the cost of fuel.

Chicken of tomorrow parade

Council authorized the expenditure of not to exceed $100.00 for partially covering the cost of construction of a float to represent the City of Dover in the Chicken of Tomorrow Parade. Construction of the float is sponsored by the Chamber of Commerce of Dover.

Budget

The Budget proposed for the fiscal year 1948-1949 was presented to Council by the City Manager. Council deferred action until its next regular meeting.

Salary Increases

Salary increases as follows were approved by Council:

Charles Legates: $55.00 to $60.00 per week

Francis P. Neylan: $60.00 to 67.50 per week, with the provision that Mr. Neylan’s salary shall be raised to $75.00 per week at the end of six months, if his services are satisfactory.

Appointment of Acting Alderman

Council appointed William E. Knight, Dover Delaware as an acting alderman, he to assume his duties as such acting alderman only in the absence of Alderman John C. Conrad, and at such tiems as authoirized so to do by Alderman John C. Conrad; the said William E. Knight to keep all of his own records as an acting alderman and to account monthly to the Mayor and Council of the City of Dover concerning all of his business as such acting alderman.
