REGULAR MEETING
March 8, 1948
The regular meeting of City Council was held on Monday, March 8, 1948. The meeting was called to order at 7:45 P.M. with Mayor Willis presiding. Members present were mrs. Frear and Messrs. Carson, Wright, Mikell, Wilson, Carroll and Culver.
Minutes
Minutes of the last regular meeting and the Special Meeting of February 23, 1948 were acepted as read. Minutes of the Special Meeting of February 16, 1948 were amended to include an objection by Mrs. Frear to the expenditure of any funds for repair to the power plant until some long range plan for its operation is made and approved.
City Manager’s Report
The City Manager’s Report was accepted as read.
Chief of Police Report
Report of the Chief of Police for February 1948 was accepted as read.
Alderman’s Report
The Alderman’s Report was accepted as read. Collections remitted to the City for the month of February 1948 totaled $194.70. A check in the amount was turned over to the City Manager.
Hotel Option
The Dover Hotel Corporation requested a six months’ option on City owned landlying east of City Hall. Their intent is to purchase the land for the erection of a four story, 90-room hotel. A committee consisting of the City Solicitor, Mr. Culver and Mr. Carroll was appointed to study the option and advise Council of its recommendations at the next regular meeting.
Application for Construction of Service Station
Following advertisement, a petition representing 19 property owners in the area of effected, protested granting a building permit to John G. Willis to construct a service station at Division Street and American Avenue. Council denied Mr. Willis’ request for a building permit.
Report of Chamber of Commerce
Mr. Davis, President, and Mrs. Tilghman, Secretary of the Dover Chamber of Commerce reported to Council on the activities of the Chamber during 1947.
Request to Improve Lakewood Avenue
Residents of Lakewood Avenue appeared before Council to request that their street be improved. No action was taken on the petition pending completion of a plan for repair and improvement of City street during the coming year.
Rural Advisor
A request was received from the Capitol Grange, the Fruitland Grange, and the Kent County Farm Bureau that City Council utilize the services of a Rural Advisor to be appointed by joint action of those organizations. This representative would be present at all meetings of Council to advise on matters concerning farmers in areas near Dover. Council pointed out that all meetings are open to the public, but agreed to extend a formal invitation to the farm organizations to have a representative present.
Recreation Council Donation
Council confirmed its previous action donating $4500.00 to the Dover Recreation Council during the calendar year 1948, to be paid at the rate of $500.00 per month.
Space for Veterans Administration
A request was received from the Veterans Administration for desk space in City Hall where their representative could transact business two days each week. Council approved the grant of desk space in the basement of City Hall.
Parking Space
Council granted free parking space to the Temple Theater at its entrance during such hours as films were being shown.
Repairs to Edgemoor Boiler #3
Council, with Mrs. Frear objecting, authorized an expenditure of $8250.00 for repairs to the #3 Edgemoor Boiler at the Power Plant. A committee consisting of Mrs. Frear and Messrs Carson and Carroll was appointed to assist the City Manager in the preparation of a budget and in planning a comprehensive program for repairing or altering the Municipal power plant.
Repairs to Dover Ball Park
The City Manager reported low bids received for repairs to the Dover Ball park amount to $3169.84, with an alternate of $3539.88 for repairs and relocating the left field fence to enlarge the enclosure and permit laying off a football field. The question fo the City’s liability for repairs was raised. The lease was turned over to the City Solicitor for study and report.
Permit for Construction of Apartment House Units
A building permit was requested by Garden Court Apartments, Inc. for the construction of units to contain 52 apartments at Smith and Virginia Avenues. A committee reported that as far as could be determined no funds were available to purchase the site for possible future expansion of the Dover School. Council directed that the local School Board should be consulted about possible purchase before the permit be granted. Granting of the permit was referred to the Building Commission. Mayor Willis appointed a Building Commission of City Manager Brown and Messrs Wilson and Mikell.
Uniform for City Fire Marshall
Council approved expenditure of $42.50 to purchase a uniform for the City Fire Marshal.
Ordinance
An ordinance regulating and limiting the use of certain streets in the City of Dover was passed by the following vote: Mrs. Frear, yes; Wright, yes; Carson, yes; Wilson, yes; Carroll, yes; Culver yes.
AN ORDINANCE REGULATING AND LIMITING THE USE OF CERTAIN STREETS IN THE CITY OF DOVER.
BE IT ORDAINED, BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:
Vehicle traffic upon North Street between Governors Avenue and Federal Street shall be only in one direction. Such traffic shall move east upon North Street. No left turns from North Street to State Street shall be made at the intersection of North and State Streets.
It shall be unlawful to park vehicles on State Street between Loockerman Street and The Green, except on the east side of said street.
Any person or persons convicted of the violation of any of the provisions hereof shall be subject to the same penalties as provided under paragraph 5, Section 7, Chapter IX of the Ordinances of the City of Dover relating to Streets and Alleys.
