REGULAR MEETING
December 15,1947
The regular meeting of City Council was held on Monday, December 15, 1947. The meeting was called to order at 7:35 P.M. with Mayor Woodford presiding. Members present were Messrs. Keith, Mikell, Carson, Hartnett and Wright.
Minutes
Minutes of the last regular meeting were read and accepted.
City Manager’s Report
The City Manager’s report was accepted as read.
Chief of Police Report
The report of the Chief of Police was accepted as read.
Alderman’s Report
The Alderman’s Report was accepted as read. Collections for the month of November remitted to the City totaled $256.75. A check in that amount was turned over to the City Manager.
Remission of Fine – Eugene Mays
An order was presented to Council from the Superior Court reversing judgment in a case involving Eugene Mays and directing that the defendant have execution for his cost. Upon motion of Mr. Wright, seconded by Mr. Keith, Council directed that fines and costs paid to the City by Eugene Mays in this instance be remitted.
Fire Chief Nominations
Certifications for nominations of Chiefs of the Robbins Hose Company were submitted to Council as follows:
Benjamin F. Simmons III Chief Engineer
Ralph H. Boyer First Assistant
Samuel F. Heite Second Assistant
No election was held by the Company as there was no opposition to the nominations. Upon motion of Mr. Keith, seconded by Mr. Wright, the nominations were approved.
City Assessor
Upon motion of Mr. Keith, seconded by Mr. Mikell, Mr. Thomas E. Baker was re-appointed City Assessor.
Head Tax – 1948
Upon motion of Mr. Wright, seconded by Mr. Keith, Council directed that the valuation per person for the purpose of assessing Head Tax for 1948 be set at $300.00.
Parking Space
Upon motion of Mr. Wright, seconded by Mr. Hartnett, City Manager was authorized to provide a one-car load and unload space for the Bayard Hotel on Loockerman Street. One parking meter is to be removed from the space designated and installed in the parking space now marking off at the Temple Theater.
Upon motion of Mr. Keith, seconded by Mr. Wright, a parking space is granted Dr. Steele before his residence on State Street. Cost of any signs erected will be borne by Dr. Steele.
Taxi Stand Petitions
Mr. Ridgely, Attorney, presented petitions requesting that Art’s and Pat’s Taxis be granted stands at 319 and 321 Loockerman Street. The petitions were tabled for further study until next regular meeting of Council.
Abatement of Nuisance
Mr. Boncell requested Council take action against the negligence of Heywood’s Store in handling trash. Council left to the City Manager the correction of this matter.
Entrance to Taxi Stand
Mr. George Baker requested that he be permitted an entrance to his taxi stand from the curb on South Governors Avenue. The request was tabled for further study.
Purchase of Automotive Equipment
City Manager Brown presented to Council bids received for the purchase of one ¾ ton pickup truck and two 2-ton dump trucks, less the trade-in allowance on one Ford panel truck, one 1938 Chevrolet coupe, one 1936 Chevrolet dump truck and two 1936 Ford dump trucks. Council approved purchase from the lowest bidder, Townsend Brothers.
Petition for Abatement of Fire Hazard
Property owners in the 200 block North on both Governors Avenue and New Street presented a petition requesting that storage of waste in the barn and on the lot of Eli Marker be prohibited. Council directed City Manager to take action to alleviate the present condition and report results at the next regular Council meeting.
Pension Plan
The City Manager was directed to contact an expert to determine the cost of his advice on a proposed pension plan.
Wage Adjustments
Upon motion of Mr. Carson, seconded by Mr. Wright, the following wage adjustments were approved.
Ruth Hall $34.00 to $36.00 Paul Keith $42.00 to 45.00
Charles Legates $52.00 to 55.00 Wm. H. Simmons Jr. $48.00 to 50.00
Thomas E. Baker $45.77 to $55.00
