REGULAR MEETING
July 14, 1947
The regular meeting of City Council convened at 7:30 P.M., Monday, July 14, with Mayor Woodford presiding. Members present were: Mrs. Frear, Messrs. Keith, Vane, Burton, Carson, Wright and Mikell.
Minutes
The reading of the minutes of the last regular and specials minutes was dispensed with, upon motion of Mr. Wright, seconded by Mr. Vane.
City Manager’s Report
Upon motion of Mr. Wright, seconded by Mr. Vane, the City Manager’s report was accepted as read.
Petition to open street
A petition was received from residents in the vicinity of Lincoln Street for the City to open a street between Lincoln Street and the Booker T. Washington School. Upon motion of Mr. Carson, seconded by Mr. Wright, the City Manager was directed to make a study and submit possible locations for such a street at a future meeting.
Chief of Police’s Report
Upon motion of Mr. Wright, seconded by Mr. Mikell, the report of the Chief of Police for the month of June was accepted as read.
Alderman’s Report
Upon motion of Mr. Vane, seconded by Mr. Keith, the Alderman’s report for the month of June was accepted as read. A check covering fines in the amount of $355.25 was turned over to the City Manager.
Pamphlets on Dover
Upon motion of Mr. Burton, seconded by Mr. Wright, the City Clerk was authorized to pay one half the cost of the printing of the pamphlets on Dover which the Chamber of Commerce had compiled.
Tree Planting
Upon motion of Mr. Wright, seconded by Mr. Keith, the City Manager was authorized to obtain prices on three hundred trees which would be delivered in the spring of 1948.
Two-Way Radio
The City Council decided to hold in abeyance the matter of a two-way radio system until a later meeting, at which time Mr. Gentry would be asked to appear before this body to explain the two-way radio program.
Street Lights-Roosevelt Avenue
The City Manager stated that the residents on Roosevelt Avenue had requested that the City install lights on their street, but that he felt no action should be taken as Roosevelt Avenue is beyond the City limits. The City Council approved Mr. Wilcox’s decision to refuse this request.
2500 KW Turbine
The subject of having the 2500 KW turbo-generator inspected was again discussed. The appoval for this inspection had been granted at a previous meeting, but the inspection could not be done at the time of approval as the City had no contract to buy current. The City Manager was again given approval to have the turbo-generator in question inspected and over-hauled, provided arrangements could be made to buy current while this work was being done.
Deep Well
The City Manager reported the approximate cost of a new well complete to be $20,000.00.
Upon motion of Mr. Burton, seconded by Mr. Wright, the City Manage was authorized to order the proper equipment for this well and to contract for the drilling of it; also, to procure prices on possible sites for this well and report at the next meeting.
Grease Pit
Upon motion of Mr. Wright, seconded by Mr. Burton, the City Manager was directed to have a grease pit installed at the City Garage.
Petitions
A petition was read from the Six Star Shoppe on South Governors Avenue requesting that City Council allot “No Parking” space in front of their place of business. Upon motion of Mr. Wright, seconded by Mr. Vane this petition was refused.
A petition from the Washington Street residents for an improved street was presented. The City Council directed that this street be kept scraped and oiled, as had been done in the past.
Ordinances
The City Manager presented a proposed ordinance on water service which specified that each dwelling, store, or building of any kind whatsoever must have a separate and individual water service line. After considerable discussion, Council decided to take no action on this proposed ordinance at this meeting, but to give it further study.
The following ordinance which establishes fees and service charges for water taps was presented to Council for consideration:
“AN ORDINANCE ESTABLISHING FES AND SERVICE CHARGES FOR WATER TAPS TO THE WATER SYSTEM OF THE CITY OF DOVER”
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:
SECTION 1. That from and after the passage and approval of this ordinance, the following fees shall be applicable and shall be collected in all cases where the water mains of the City of Dover are connected with private property.
SECTION 2. For three-quarter inch and one inch services into all sizes of mains the City shall be responsible for and shall furnish all work, labor and materials required in and for all excavation, backfill, tapping, extending the service from the main to the nearest curb line, and street repairs. The total fee to be paid for such services, work, labor and materials shall be in accordance with the following schedule:

SECTION 3. Where the size service is in excess of one inch the City shall supply and furnish all work, labor and material required in the excavation, tapping, extending service to the nearest curb line, making backfill and street repair, in making connections from service to the property to be served thereby.
The owner or person making application for such service shall be required to pay the cost of materials entering into the installation of the tap and such costs shall be paid at the time the owner makes application for the tapping permit.
If the cost of such materials is not definitely known, such applicant shall pay a deposit covering such materials based on the estimated costs thereof by the City Manager.
Subject to such adjustments as may be necessary due to the rise in cost thereof, the following rates covering materials only shall be paid by said applicant:

The following estimated costs of all the work and labor required in making such tap are hereby established, and the same shall be paid by said application provided the actual costs are not in excess of such estimate:

Upon the completion of the installation of the tap required, the City Manager shall render a bill to the owner of said property or to the applicant under such permit covering the costs of the work and labor involved in making such tap at the actual cost to the City, in accordance with the amount fixed by said Schedule B in this section; provided, the actual costs do not exceed the amount set forth in said Schedule B, in which event the actual costs thereof shall be charged; and, provided further, that if the actual costs of materials used shall be in excess of the amount paid under Schedule A of this section, such additional costs thereof shall be charged to and paid by the owner or applicant under such permit.
SECTION 4. It shall be unlawful for any person to connect with the water system of the City of Dover without first having made application for permission to tap said system and shall have paid the fees applicable thereto, as established by the foregoing schedule.
SECTION 5. Any person who shall tap any of the water system of the City of Dover without complying with the provisions of this ordinance, and upon conviction thereof, shall be fined not in excess of Twenty-fie ($25.00) Dollars for each day that such fees remain unpaid, and upon failure to pay such fees and the fines levied, said system shall be disconnected and the cost of such disconnection shall be paid by the owner of said property upon which such illegal tapping took place.
