SPECIAL MEETING

                                                                                                                        April 28, 1947

A special meeting of City Council was held in City Hall on Monday evening, April 28, with Mayor Woodford presiding. The following members were present: Mrs. Frear, Mr. Vane, Mr. Keith, Mr. Carson, Mr. Mikell, Mr. Wright, and Mr. Hartnett.

Parking Place – Conrad

Upon motion of Mr. Wright, seconded by Mr. Carson, the City Manager was instructed to have a parking area furnished Mr. Conrad, City Alderman, and, at the same time, to eliminate the space formerly used by the U.S.O.

Robbins Hose Company

Chief Baker reported that the Robbins Hose Company was badly in need of 500 feet of 2 ½” double jacket hose, and that he could purchase it at the old price of $1.62 per foot; the new price is $1.82. Upon motion f Mr. Wright, seconded by Mr. Vane, the City manager was authorized to purchase 500 feet of hose for the Robbins Hose Company at the best price available.

Deerfield Packing Corporation

A request from representatives of the Deerfield packing Corporation, who are starting a packing company near Leipsic, for three phase service was discussed. The City Manager did not approve since this would necessitate running a service approximately four miles; even though the company would assume some of the cost. Without objection, Council refused the request.

Water Permits

The City Manager presented a new schedule for water tapping service; and stated that, under the old rate, we are losing money every time we make a tap. He requested that Council have an ordinance prepared embodying his recommendations. Upon motion of Mr. Wright, seconded by Mr. Carson, the suggestions of the City Manager were adopted with one exception: That an average be made for long and short service.

War Memorial Committee

Upon motion of Mr. Wright, seconded by Mr. Hartnett, the Mayor was authorized to appoint a committee to be known as the War Memorial Committee to act on all official business with the understanding that there would be no cost to the City.

Erlich Realty Company

A development on the North Little Creek Road just east of Route 113 is being started by the Erlich Realty Company. A request for water to be run to the development was receive by Council. Upon motion of Mr. Keith, seconded by Mr. Wright, the City Manager was authorized to put in at least a 6” line and fire plugs for fire protection under city supervision provided the company would assume the full cost.

John Poore

The City Manager reported that John Poore, a City employee, had broken his leg in an accident over the weekend and wanted to know if he should be paid while he was disabled. Council, without objection, agreed that he should not be paid during his disability.

Boiler Insurance

The City Manager reported that, since the price of boilers had increased, he felt that the insurance coverage of $50,000 that we now have is insufficient. Upon motion of Mr. Wright, seconded by Mrs. Frear, the City Manager was instructed to increase the coverage from $50,000 to $100,000.

Silver Lake Opening

The City Manager stated that he had received a letter from Mr. Beckett, State Sanitary Engineer, stating that the pollution in Silver Lake is worse than it has ever been. City Council advised the City Manager to write to Mr. Elwood Melson, President of the Board of Directos of State College where most of the pollution originates, to see if something can be done. The City Manager was requested to make every effort to have the lake opened by June 15.

Tree Spraying

Upon motion of Mr. Wright, seconded by Mr. Hartnett, the City Manager was authorized to have the trees in Dover sprayed in accordance with the proposal received from Eugene Shaw.

Sewer – Division Street

The City Manager reported that a survey had been made to run a sewer from Railroad Avenue to the Coffee Pot Restaurant on Division Street. It would cost, with the work to be done by City Forces, about $7000 for a deep sewer and $6100 for a shallow sewer. After some discussion, upon motion of Mr. Wright, seconded by Mr. Carson, the City Manager was instructed to get bids for a deeper grade sewer using 10” to 12” pipe.

Water Rates

The City Manager reported that quite a few customers are using more than the 80,000 gallons of water per year which they are entitled to use under the 25¢-15¢-10¢ rate, and he feels that something should be done about this condition. Without objection, Council instructed the City manager to leave the rates as they are.

Country Club

The City Manager reported a request from the Mapledale Country Club for a water line from the end of our line at Salisbury Road to the Country Club, and stated that to run a 4” line, it would cost the City approximately $10,200. Without objection, Council instructed the City Manager to leave the rates as they are.

Parking Meters

Without objection, action on the installation of parking meters was deferred until we can find out how the parking meters are working in Milford.

Retirement Plan

The City Manager was instructed to hold in abeyance any action on a retirement plan until all interested parties have submitted proposals.

Trees – Kirkwood Street

The City Manager reported that the trees on Kirkwood Street were in some cases interfering with sidewalk repairs, and he wanted to know what should be done about this condition. Without objection, Council authorized the City Manager to remove any trees which were interfering with sidewalk repairs.
