REGULAR MEETING
December 16, 1946
The regular meeting of City Council was held in City Hall on Monday evening, December 16, at 7:30 P.M., with Mayor Woodford presiding. The following members were present: Messrs. Keith, Burton, Carson, Mikell, Hartnett and Vane.
Minutes
Without objection, the reading of the minutes of the last regular and special meetings was dispensed with.
City Manager’s Report
The report of the City Manager was read and, without objection, the report was accepted as read.
Chief of Police Report
Without objection, the report of the Chief of Police was accepted as read.
Alderman’s Report
The Alderman’s report was read and, without objection, was accepted as read. A check in the amount of $296.65 accompanied the report.
Earl Smith Building Permit
Mr. A. B. Magee appeared before Council representing Earl Smith requesting a rehearing on the application of a building permit for Mr. Smith and stated his reasons. After listening to Mr. Magee, upon motion of Mr. Carson, seconded by Mr. Burton, Council voted to go into executive session. In executive session, upon motion of Mr. Hartnett, seconded by Mr. Keith, Council moved that, if Mr. Smith could get the majority of the residents living adjacent to his proposed building to agree, the case would be opened for a rehearing. By adjacent, the Council means the following: all of Pine Street to Park Avenue, all of Park Avenue to Lotus Street, the north side of Lotus Street extended across State Street, both sides of State Street to the south side of Sackarackin Avenue.
State Police Radio
The City Manager reported a letter from Colonel Haviland, Superintendent of State Police, asking that the City participate in a plan to service our present radios in police cars and to install two way radio service. Without objection, the City Manager was instructed to find out if service could be installed without maintenance charge.
Ordinance-Building Permit
Upon motion of Mr. Keith, seconded by Mr. Burton, the revised building ordinance as presented by the City Manager was accepted. The vote was as follows: Keith, Vane, Hartnett, Mikell, Carson and Burton all yes.
Latex Contract
The new contract for electrical energy, steam and water is read for the signature of the International Latex Corporation. The Latex Corporation objected to some of the terms of this contract. After some discussion, Council, without objection, instructed the City Manager to adhere to the terms of the contract as prepared by the City Solicitor.
No Parking Sign
Upon motion of Mr. Keith, seconded by Mr. Vane, Dr. Harold Mercer was authorized to have a no parking sign erected in front of his office on State Street.
Fire Siren – South Dover
After some discussion, Council, without objection, instructed the City Manager to contact a sound engineer with the idea of eliminating all the fire sirens in Dover to be replaced with one large siren.
Delaware Power & Light Proposal
Upon motion of Mr. Burton, seconded by Mr. Hinkle, the City Manager was instructed to write to Delaware Power and Light thanking them for their offer of stand-by service. At the same time, the City Manager was also instructed to engage the services of a competent engineer to make a survey of the Dover power situation.
