REGULAR MEETING
September 17, 1946
The regular meeting of City Council was held on Wednesday, September 17, at 7:30 P.M. with Mayor Woodford presiding. The following members were present: Messrs. Downes, Keith, Vane, Mikell, Burton, Carson and Hinkle.
Minutes
Without objection it was voted to dispense with the minutes of the last regular and special meetings.
City Manager’s Report
Upon motion of Mr. Burton, seconded by Mr. Keith, the report of the City Manager was accepted as read.
Electric Power Baseball Park
Mayor reported that in an interview with Mr. Carpenter and Mr. Terry, Mr. Carpenter stated that he thought that the electric rates charged the Dover Phillies were entirely too high; it costing about $39.00 per game as compared to about $16.00 per game in other localities. Mr. Wilcox stated that he was against making any concession since we were charging other large users the same rate. After some discussion it was decided to hold in abeyance until Mr. Wilcox could find out what other towns were charging.
Toilet-Basement
Upon motion of Mr. Downes, seconded by Mr. Mikell, the City manager was instructed to have a toilet installed in the basement of the City Hall for use of the Police Department.
Crane
The City Manager reported that it was necessary to purchase a new crane since the present one was almost worn out. He had tried to purchase one from the government without success. He had succeeded in getting a price of $11,500.00 with delivery about May 1st from the Curry Equipment Company. Upon motion of Mr. Carson seconded by Mr. Hinkle the City Manager was authorized to purchase the new crane.
House Numbers
A few years ago an ordinance was passed to number all the houses in Dover. This has never been done nor have any of them been renumbered. Mr. Wilcox asked permission for the City Engineer to do it during the winter months, also to hire several school teachers to assist him on Saturdays. After some discussion it was decided to defer action until next meeting.
Condemnation of property
Upon motion of Mr. Burton, seconded by Mr. Downes, the property at 523 Reed Street was ordered condemned and the City Manager was instructed to notify the owner to have it torn down immediately.
Parking Meters
Mr. Curry representing a parking meter company demonstrated their parking meter. No action was taken on the purchase of parking meters.
