REGULAR MEETING
July 8, 1946
The regular meeting of City Council was held on Monday, July 8 at 7:30 with Mayor Woodford presiding. The following members were present, Messrs. Keith, Vane, Hinkle, Burton, Mikell and Carson.
Minutes
Without objection it was voted to dispense with the reading of the minutes of HTE last regular and special meetings.
City Manager’s Report
Upon motion of Mr. Keith seconded by Mr. Hinkle the City Manager’s report for the month of June was accepted as read.
Parking meters & Parking lot
City Manager, Mr. Wilcox, reported that during the last few months several parking meter salesmen had called and tried to interest him in parking meters for Dover. After discussing this with the Mayor he felt that an off-street parking place as near HTE center of town as possible should be procured before nay attempt is made to install parking meters. After some discussion Council without objection, instructed the City Manager to fix up the City lot east of City Hall by putting up lights and necessary barriers and to notify the public of this action through newspaper publicity. The question of parking meters was deferred until a later date.
Chief of Police Report
Upon motion of Mr. Keith seconded by Mr. Hinkle the report of the Chief of Police was accepted as read.
Alderman’s Report
Upon motion of Mr. Hinkle seconded by Mr. Downes the Aldermans report subject to correction by the City Clerk, was accepted as read. A check in the amount of $425.30 was turned over to the City Manager.
Photography Studio
In behalf of a notice which appeared in the June 13 issue of the Delaware State News, Mr. Edward F. Reichelt again appeared before Council. A petition, signed by the majority of the residents of the 400 Block on North Bradford St., was read protesting the establishment of a business within this block. In view of this petition, Council had no other alternative but to refuse a permit.
Complaint of Mrs. Satterfield
The City Manager, Mr. Wilcox, stated that he had received a complaint from Mrs. James Satterfield stating that traffic problems around Dover Green were serious and that something should be done to remedy them. Without objection the City Manager was instructed to paint the curbs at all street intersections on the Green and to put up a stop sign on Bank Lane going east, and that the Chief of Police be instructed to enforce traffic regulations more rigidly.
City Property
Without objection, the City Manager was instructed to clean up the property owned by the City at the foot of Washington Street near the dam.
Police Force
Mayor Woodford reported that in view of the increase in burglary during the past few months he wanted Office Collins transferred to a special investigator in plain clothes and that an additional officer be hired to replace him on the force. Upon motion of Mr. Keith, seconded by Mr. Downes, action on this proposal was left up to the Mayor.
Delaware Power & Light Contract
The matter of the contract with the Delaware P &L Co. which expired in June was brought up. After a great deal of discussion, Council decided to aquaint the public with the facts which are that the City Manager is waiting for a proposal from the Delaware Power and Light Company with respect to reviewing it.
Annual Audit
Upon motion of Mr. Keith, seconded by Mr. Burton, Mack & Co. was appointed to Audit the City books for the fiscal year 1946.
Gross & Nap & Spence Properties
Without objection, the City Manager was instructed to have the Fire Marshall inspect the properties of Louis Gross & Nap & Spence which in the opinion of Council were fire hazars and have him instruct the owners to have the buildings removed and the properties cleaned up.
