SPECIAL MEETING
April 24, 1946
A special meeting of City Council was held in City Hall on Wednesday evening, April 24th, at 7:30 P.M. The meeting was called to order by Vice-Mayor Keith and the following members were present: Messrs. Vane, Burton, Hartnett, Carson, Mikell and Hinkle.
MINUTES
The minutes of the last regular and special meeting were read, and without objection they were approved as read.
DAYLIGHT SAVING TIME
Upon motion of Mr. Burton, seconded by Mr. Hartnett, the motion adopted at the special meeting of Council on April 15th with respect to advanced time was rescinded, and the mayor was instructed to issue a proclamation declaring daylight saving time to be in effect beginning April 28, 1946, and continuing until September 29, 1946.
LOTUS STREET IMPROVEMENTS
Mr. Bruner appeared before Council stating that Lotus Street was in a terrible condition, especially on windy days when it was almost impossible to see on account of dust. H was told by Council that stone had been ordered for about three weeks and that just as soon as it arrived, which should be about May 1, work on paving Lotus Street would commence.
WAGE SCALE
The wage scale recommended by the special committee appointed by the mayor at the special meeting on April 15th was discussed. Upon motion of Mr. Burton, seconded by Mr. Vane, the following wage scale was adopted.
Foreman
It was recommended by the committee that Messrs. Stumm, Hancock and Pleasanton be increased to $60.00 per week straight salary, with no extra for over-time. As has been the custom in Dover, they will be compensated for time off to take care of illness.
Mr. Legates was recommended to be raised to $52.00 and Mr. Kemp to $48.00.
It was decided that the rates now being paid to members of the line crew shall be continued without change. The rates are $1.10 for first-class linemen, $.975 for second-class linemen, and $.875 for third-class linemen. Time and one-half will be paid for all work over 40 hours per week. Wherever possible, a standard 40-hour week will be worked by this crew. Overtime to take care of breakdowns or emergency service will be done without special authorization. Overtime for any other purpose will require previous authorization from the City Manager before the work is started.
At such time as it may be necessary to replace any men in the line gang with other men, the new men will be employed at rates similar to and comparable with those paid by the Delaware Power & Light Company of Salisbury. These rates are:
Linemen first-class $1.10 per hr
“ second class .95
“ apprentice .875
Groundmen .75
POWER PLANT EMPLOYEES
Turbine operators who are now receiving $44.00 per week will be raised to $46.00 per week. Boiler operators who now receive $41.00 per week will be raised to $43.00 per week. All employees who were hired for a 44-hour week and who customarily work 44 hours per week will be paid straight time for any hours worked over 44 and less than 48 hours, inclusive. All employees except the Chief Engineer will be paid time and one-half for all hours worked over 48 hours per week.
Incinerator and Sewage Disposal Plant
Men in this department will receive no increase in hourly rates, but will be paid time and one-half for all hours over 48 hours per week, except Wilbur Burris and Arlington Gibbs who have been paid $27.00 per week will now receive $28.00 per week. They will receive straight time for any overtime between 45 hours and 48 hours, inclusive.
Street Crew
Men in this department will not receive any increase in hourly rates, and will work the customary 44-hour week. If called upon to work any number of hours between 44 and 48 hours, inclusive, they will be paid at a straight time rate for that period. For any time worked over 48 hours time and one-half will be paid.
Water & Sewer Dept.
These men will receive no increase in hourly rates, and will work the customary 44-hour week. If called upon to work any number of hours between 44 and 48, inclusive, they will be paid at a straight time rate. For any time worked over 48 hours per week, they will receive time and one-half.
Mr. Wilton Virden will receive no increase in hourly rates, but will work the customary 44-hour week. He will receive straight time for any time worked between 44 and 48 hours, and for any hours worked over 48 hours per week, one and one-half will be paid. Any overtime for Mr. Virden must be authorized by either the City Manager or the City Engineer.
Mr. Paul Keith’s rate will be changed to $42.00 per week.
Electric Dept.
Ben Simmons’ rate from now on will be $48.00 per week, regardless of the number of hours worked.
Bill Simmons and Clarence Marker will receive no increase in hourly rates and will continue to be paid $44.00 per week for a 44-hour week. Straight time will be paid to 48 hours, and time and one-half will be paid for overtime above 48 hours per week.
It was decided that from now on the rate for Ruth Scotton shall be $38.00 per week and for Ruth Hall, $32.00 per week.
Public Address System
A bill in the amount of $508.10 by J. A. Downes for the installation of a public address system at the Dover Baseball Park was presented for payment. Since this system was originally supposed to be paid for by the Philadelphia National League Baseball Club, Council without objection refused to assume payment.
