REGULAR MEETING

                                                                                                                        March 11, 1946

The regular meeting of City Council was held on Monday, March 11, at 7:30 P.M. The meeting was called to order by Mayor Woodford and the following members were present: Messrs. Keith, Vane, Mikell, Carson, Hinkle and Hartnett.

MINUTES

Upon motion of Mr. Keith, seconded by Mr. Vane, it was voted to dispense with the reading of the minutes of the last regular and special meetings.

CITY MANAGER’S REPORT

Due to the absence of the City Manager, Mr. Wilcox, because of illness, the City Manager’s report was not presented.

FINANCIAL REPORT

The financial report for the month of February was read and accepted, upon motion of Mr. Keith, seconded by Mr. Vane.

1946 TAX RATE

Upon motion of Mr. Hartnett, seconded by Mr. Keith, it was decided to continue the present tax rate of seventy cents per hundred dollars for the year 1946.

BUS SERVICE FRANCHISE

Mr. Tunnell appeared before Council requesting a franchise to run a bus on certain stipulated routes within the City limits. Upon motion of Mr. Keith, seconded by Mr. Hinkle, Mayor Woodford was authorized to have a franchise prepared.

LOTUS STREET SEWER

Mr. Kenneth Smith and Mr. Francis Heite appeared before Council requesting that the proposed sewer extension on Lotus Street be run straight out the street rather than around it. Without exception, the City Engineer, Mr. Brown, was instructed to make a survey with respect to additional cost and report to City Council as soon as possible.

LOOCKERMAN STREET WATER EXTENSION

Mr. Ralph Tischer and Mr. Walter Gough appeared before Council requesting the City to run water to their garage at the east end of Loockerman Street. They requested that the City run at least a 6” line. Since their garage is outside the City limits, Council did not feel that it should run this line at the City’s expense. After some discussion, the City Engineer was instructed to make a survey as to the probable cost and report to Council at its next meeting.

HAAS POWER LINE

Mr. Haas again appeared before Council protesting the cost of $1.00 per horsepower which the City is charging for motors. In the absence of the City manager, who had made the survey which was requested at the January meeting of Council, it was decided to postpone action until the next meeting of Council.

RED CROSS PUBLICITY

Mr. McSherry reported that he had been contacted to call on utilities in Dover for a donation of $60.00 to publicize the current Red Cross dive. He had already seen the Delaware Power & Light Company and was turned down by them, the reason being that the City of Dover was the only public utility within the City limits. After some discussion, upon motion of Mr. Keith, seconded by Mr. Vane, it was decided not to contribute.

ORDINANCES

An ordinance entitled AN ORDINANCE TO AMEND CERTAIN PORTIONS OF THE RATES CHARGED FOR THE USE OF ELECTRIC ENERGY GENERATED BY THE CITY OF DOVER was passed upon the following vote:

            Keith, yes;

            Vane, yes;

            Hartnett, yes;

            Mikell, yes;

            Carson, yes;

            Hinkle, yes.

AN ORDINANCE TO AMEND CERTAIN PORTIONS OF THE RATES CHARGED FOR THE USE OF ELECTRIC ENERGY GENERATED BY THE CITY OF DOVER.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:

SECTION 1.   That the paragraph designate as “Primary Discount” in “Rate Schedule P-2 Large Power Consumer,” covering charges made for use of electric energy generated by The City of Dover, be and same is hereby repealed, and in lieu thereof the following is adopted, effective immediately upon the passage and approval of this ordinance:

Primary Discount

When the service is metered and delivered at a primary voltage of 2300 volts or higher and the Customer owns, installs and maintains all transforming and protective equipment, a five per cent (5%) discount will be allowed from the energy and demand charges.

An ordinance entitled AN ORDINANCE REGULATING THE PARKING ON CERTAIN PORTION OF REED STREET BETWEEN GOVERNORS AVENUE AND BRADFORD STREET was passed upon the following vote:

Keith, yes;

Vane, yes;

Hartnett, yes;

Mikell, yes;

Carson, yes;

Hinkle, yes;

AN ORDINANCE REGULATING THE PARKING ON CERTAIN PORTION OF REED STREET BETWEEN GOVERNORS AVENUE AND BRADFORD STREET.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:

SECTION 1.   That from and after the passage and approval of this ordinance it shall be unlawful to park on that portion of the South side of Reed Street between Governors Avenue an the alley running in a North South direction between Governors Avenue and Bradford Street, and it shall further be unlawful to park on that portion of HTE North side of Reed Street from Governors Avenue to the westerly property line of the Thomas Marvel Gooden residence.

SECTION 2.   From and after the passage and approval of this ordinance that portion of Reed Street lying between Governors Avenue an Bradford Street excepted from parking under Section 1 hereof shall be for the exclusive use of the members of the Robbins Hose Company No. 1, and the City Manager is directed to erect or cause to be erected suitable parking signs showing the restrictions on that portion of said Reed Street as aforesaid.

SECTION 3.   Any person or persons convicted of violating the provisions of this ordinance shall be fined not less than Five ($5.00) Dollars nor more than Twenty-five ($25.00) Dollars, or, upon failure to pay such fine as may be imposed, shall be imprisoned not in excess of ten (10) days.

LEAVE OF ABSENCE FOR CITY MANAGER

Upon motion of Mr. Hinkle, seconded by Mr. Hartnett, a leave of absence for one month was granted to the City Manager, Mr. Wilcox.

Upon motion of Mr. Keith, seconded by Mr. Vane, the City Engineer, Mr. Brown, was authorized to act as City Manager during the absence of Mr. Wilcox.

BUILDING PERMITS

Upon motion of Mr. Carson, seconded by Mr. Hinkle, the City Manager was authorized to isue a permit to the Atlantic Refining Company for the construction of a building on the southwest corner of Loockerman and New streets.

Without objection, the City Manager was authorized to issue building permit to Aaron Paskins to bury another gasoline tank in front of his place of business on Kirkwood Street.

Without objection, the City Manager was authorized to issue a permit to William G. Bush for the erection of a galvanized iron building on his premises on South Governors Avenue, provided that it be erected on the rear of said premises near Dover Street.

Without objection, Mr. Baker was authorized to sign building permits during the absence of the City Manager.

PARKING METERS

A discussion was entered into with respect to installing parking meters. The concensus of opinion seemed to be that something should be done to relieve traffic conditions in Dover and it was thought that parking meters was the answer. After some discussion, it was decided to have the local newspapers run a story about it and await the reaction of the public.
