REGULAR MEETING

                                                                                                                        February 11, 1946

The regular meeting of City Council was held on Monday, February 11, at 7:30 P. M. The meeting was called to order by Mayor Woodford and the following members were present: Messrs. Keith, Vane, Burton, Mikell, Hinkle and Carson.

MINUTES

Upon motion of Mr. Keith, seconded by Mr. Burton, it was voted to dispense with the reading of the Minutes of the last regular and special meetings.

CITY MANAGER’S REPORT

The City Manager’s report for the month of January was read, and upon motion of Mr. Carson, seconded by Mr. Mikell, the report was accepted.

TREE TRIMMING

The City Manager reported that he had employed a number of men under the supervision of James Fisher to trim trees on City property and requested authority to keep them. Upon motion of Mr. Keith, seconded by Mr. Carson, this authority was granted.

RURAL LINE EXTENSIONS

The City Manager reported that due to the delay in getting equipment on account of strikes it would be impossible to proceed with the rural line extensions authorized by Council some time ago. Upon motion of Mr. Burton, seconded by Mr. Carson, it was decided to postpone this project until further notice and that the customers be so notified.

FIRE SIREN

The City Manager reported that the members of the Robbins Hose Co. living in North Dover were having difficulty in hearing the present alarm and that in order to relieve this situation, requested that the old siren e installed on top of the City warehouse. Upon motion of Mr. Keith, seconded by Mr. Hinkle, the City Manager was instructed to have the siren installed.

LOTUS STREET SEWER

The City Manager reported that the sewer installed on Lotus Street had never been connected and that he had received permission from the property owner to cross his property with a sewer line, draining into St. Jones’ Creek. Upon motion of Mr. Keith, seconded by Mr. Hinkle, the City Manager was authorized to connect the sewer.

STEAM FOR LATEX

The City Manager reported that Latex Corp. was using well over the 6,000 lbs. of steam covered by the agreement with them and that he felt an extra charge should be made for all steam used over 6,000 lbs. After some discussion, the City Manager was instructed to check on the price that should be charged and report at the next meeting of Council.

ELECTION OF OFFICERS

Vice-Mayor. Nominations were opened for Vice-Mayor. There being two nominations, Mr. Keith and Mr. Carson, a vote was taken. Mr. Keith received the highest number of votes and was declared elected.

City Clerk. Upon motion of Mr. Keith, seconded by Mr. Vane, Mr. Schmidt was nominated. As there were no other nominations, Mr. Schmidt was declared elected.

City Treasurer. Upon motion of Mr. Keith, seconded by Mr. Burton, Mr. Sypherd was nominated. There being no further nominations, Mr. Burton was declared elected.

City Solicitor. Upon motion of Mr. Carson, seconded by Mr. Hinkle, Mr. Hopkins was nominated. There being no further nominations, Mr. Hopkins was declared elected.

PLANNING COMMITTEE

Without objection, mayor Woodford appointed John B. Carson to represent City Council on the City Planning Committee, replacing Colonel LeFevre, and he was authorized to increase the membership of the Committee from five to six and to name Colonel LeFevre as the sixth member.

ALDERMAN’S REPORT

The Alderman’s report for the month of January was presented, together with a check in the amount of $192.65. This report showed 17 arrests for which fines were collected. Upon motion of Mr. Keith, seconded by Mr. Vane, the report was accepted.

CHIEF OF POLICE’S REPORT

The report of the Chief of Police was presented and upon motion of Mr. Keith, seconded by Mr. Vane, the report was accepted.

CONWAY FINE

Upon motion of Mr. Burton, seconded by Mr. Hinkle, the fine of Lewis Conaway in the amount of $20.00 for violation of Section 64B and Section 100 MVL was ordered refunded.

RECREATION AT DOVER HIGH SCHOOL

Mayor Woodford reported that the Dover High School had not been paid the amount of $500.00 for recreation for the year 1945 as promised by Council. Upon motion of Mr. Keith, seconded by Mr. Carson, the amount was ordered paid.

BUILDING RESTRICTION

Mr. Leo Oseka appeared before Council with reference to building restrictions on corner lots, stating that if he were compelled to line up his property to conform with both building lines on Walker Road and Lakewood Place there would not be sufficient room on his lot to build a house. After some discussion, the City manager was instructed to look up the restriction in the original deed and report at the next meeting of Council.

WATSON CUT-OFF

A request was received from Mr. Watson who operates a marble factory asking that his power service be cut off since he is not operating his business at the present time. Without objection, the City Manager was instructed to cut off his power service until such time as he resumes operation.

CLEMENTS CLEANERS WATER METER

The City Manager reported that Clements Cleaners did not have a water meter installed in their place of business and as a result thereof the City was losing considerable revenue. Without objection, the City Manager was directed to notify Clements Cleaners to have this meter installed.

BASEBALL PARK

The City Manager reported that he was finding it difficult to keep people out of the baseball park, and as a consequence the newly seeded infield was in danger of being ruined. Without objection, the City Manager was directed to have barriers put up at each entrance to the baseball park with “NO PARKING” signs attached thereto.

BROWN DEVELOPMENT

The City Manager reported that after a conference with John Hunn Brown with reference to running water to his new development east of Dover, Mr. Brown stated he only wanted water run for domestic use and not for fire protection. Without objection, the City Manager was directed to tell Mr. Brown that he would have to use water for fire protection as well as for domestic use.

VENDOR’S PERMIT

Without objection, the City Manager was directed to issue vendor’s permits to returning service men who requested them, without charge, provided they showed their discharge papers.

CITY LAND

Mayor Woodford reported that the State of Delaware was willing to pay $15,000.00 for the piece of City-owned property west of the Hall of Records. Upon motion of Mr. Burton, seconded by Mr. Carson, the price was accepted and the proper officers authorized to sign the deed.
