REGULAR MEETING

                                                                                                                        January 14, 1946

The regular meeting of City Council was held on Monday evening, January 14, at 7:30 P.M. The meeting was called to order by Vice-Mayor LeFevre and the following members were present: Messrs. Hinkle, Vane, Burton, Keith, Carson and Downes.

MINUTES

Upon motion of Mr. Burton seconded by Mr. Keith, it was voted to dispense with the reading of the last regular and special meetings.

CITY MANAGER’S REPORT

The City Manager’s report for the month of December was read and upon motion of Mr. Hinkle, seconded by Mr. Burton, the report was accepted.

ALDERMAN’S REPORT

The Alderman’s report for the month of December was presented, together with a check in the amount of $70.20. This report showed 16 arrests. The actual fines collected for December amounted to $120.20, but an overpayment by the Alderman for fines collected in October of $50.00 reduced the amount collected in December by that amount. Upon motion of Mr. Keith, seconded by Mr. Carson, the report was accepted.

CHIEF OF POLICE REPORT

The report of the Chief of Police for December was presented and upon motion of Mr. keith, seconded by Mr. Carson, the report was accepted.

ANNUAL REPORT OF THE CHIEF OF POLICE

The annual report of the Chief of Police was read. Upon motion of Mr. Keith, seconded by Mr. Hinkle, the report was accepted.

AIR CONDITIONING AND ELECTRIC MOTORS

Fred Haas appeared before Council protesting the charge of $1.00 per HP per month for electric motors, claiming that it increased their cost from about $10.00 per year to $300.00 per year. After a lengthy discussion, the City Manager was instructed to submit a report at the next meeting of Council.

BASEBALL CONCESSION

After discussion, upon motion of Mr. Carson and seconded by Mr. Keith, the proper city officers were authorized to sign the lease agreement after title to the land had been transferred to the City and that the City Manager have specifications drawn for rehabilitating the baseball park.

BROWN DEVELOPMENT

A letter was presented from John Hunn Brown requesting water for his development east of Dover. After some discussion, the City Manager was instructed to make a study of the cost of running water to this development.

VENITA HOTEL CORPORATION

Mr. A. B. Magee appeared before Council stating that since his clients, the Venita Hotel Corp., had spent about $2,000.00 in preliminary plans for a hotel development in Dover, they felt that the new option granted to another concern should have the same definite time limit imposed that had been imposed on them.

DOVER ARMY AIR BASE

City Manager, Mr. Wilcox, reported that he had been visited by three men from the Dover Army Air Base who gave hopes that a large part of the $14,000.00 which the City had expended would be returned. They also requested a change in the P-2 schedule. The City Manager requested the following change.

Permission to change primary discount clause so that customers who maintain their own switching equipment would receive a 5% discount from demand and energy charge instead of from energy charge only, as it is now written.

Upon motion of Mr. Burton, seconded by Mr. Downes, the City Solicitor was instructed to rewrite the ordinance to cover this change.

PORT MAHON ELECTRIC POWER

A request was presented by the City Manager from Smith Hand to extend electric power to Port Mahon so that it would accommodate him. Without exception, it was decided to postpone action for the present time unless he was willing to pay the whole cost himself.

DOVER ARMY AIR BASE CABLES

City Manager, Mr. Wilcox, stated that the cable in front and in back of the Air Base was giving a lot of trouble which necessitates a change. He stated that there were four ways in which this could be done: namely,

1.         Raise cable overhead, to which the Army would not agree.

2.         Install cable in conduit which would cost about $5,000.00

3.         Install a good trenchlay cable at a cost of about $2,050.00

4.         Install cheap trenchlay cable at a cost of about $1,550.00

Upon motion of Mr. Carson, seconded by Mr. Downes, the City Manager was instructed to install a good trenchlay cable in front of the Air Base and to leave the back section until a later date.

SALARY, CHARLES LEGATES

The City Manager, Mr. Wilcox, presented a request from Charles Legates that his salary be increased by an amount equivalent to the amount he will lose by the loss of one dependent – approximately $2.00 per week. Without exception, Council felt that no action should be taken.

CITY ELECTION

Upon motion of Mr. Burton, seconded by Mr. Hinkle, the City Clerk was instructed to have 2,000 ballots printed, using the 1944 form of ballot.

Upon motion of Mr. Keith, seconded by Mr. Downes, Mr. Hartnett, Mr. Carson and the City Alderman, Mr. Burton were appointed as judges of the election.

Upon motion of Mr. Burton, seconded by Mr. Downes, the judges were instructed to close the polls promptly at 4:00 P.M.

Council adjourned at 10:15 P.M.
