REGULAR MEETING

October 8, 1945

The regular meeting of City Council was held on Monday, October 8, 1945 at 7:30 P.M. The meeting was called to order by Mayor J. Wallace Woodford and the following members were present: Messrs. LeFevre, Keith, Vane, Downes, Burton, Carson and Hinkle.

MINUTES

Upon motion of Mr. Burton, seconded by Mr. Downes, it was voted to dispense with the reading of the last regular and special meetings.

CITY MANAGER’S REPORT

The City Manager’s report for the month of September was read. Upon motion of Mr. Burton, seconded by Mr. Vane, the report was accepted.

WATER STREET SEWER

A petition was presented to City Council requesting the extension of the sewer on Water Street to Railroad Avenue. Upon motion of Mr. Burton, seconded by Mr. Vane, the City Manager was authorized to proceed with this extension.

RECREATIONAL DIRECTOR

The question of a recreational director was discussed and upon motion of Mr. Vane, seconded by Mr. Burton, it was decided to defer action until the City Manager had received further applications.

ALDERMAN’S REPORT

The Alderman’s report for the month of September was presented, together with a chevk in the amount of $295.30. This report showed 18 arrests. upon motion of Mr. Downes, seconded by Mr. Vane, the report was accepted.

CHIEF OF POLICE’S REPORT

The report of the Chief of Police was presented. Upon motion of Mr. Vane, seconded by Mr. Keith, the report was accepted.

FINE REMITTED

Upon motion of Mr. Downes, seconded by Mr. Keith, the fine of Mary R. Salisbury for traffic violation on August 14 was ordered remitted.

CHAMBER OF COMMERCE RESOLUTION

The following resolution adopted by the Chamber of Commerce was read:

WHEREAS, Information has been released by the State Board of Education that a Vocational School is to be established somewhere in lower Delaware for students in Kent and Sussex Counties;

WHEREAS, Dover is the Capital of the State and is well qualified to give such an institution the physical environment that it would need.

BE IT RESOLVED, That the Dover Chamber of Commerce invite the State Board of Education to consider Dover as the place for the location of this school and promise them the full cooperation of this organization.

BE IT FURTHER RESOLVED, that a copy of this resolution be sent to Dr. H. V. Holloway, Secretary of the State Board of Education.

Upon motion of Mr. LeFevre, seconded by Mr. Carson, Council authorized Mayor Woodford with approval of Council after the appointment, to appoint a committee composed of five members to study post-war planning, improvement and zoning as it relates to Dover and to report its findings at a subsequent meeting of Council.

BUILDING PERMITS

Having purchased the property now occupied by George C. Richardson at 127 S. Governors Avenue, Mr. Stuart Outten appeared before Council requesting permission to erect a building on the site now occupied by Mr. Richardson’s upholstery shop. He stated that he would tear down the old building and erect in its place a building of fireproof construction, neat in appearance, that there would be no smoke nuisance and that he would install a sprinkler system. Upon motion of Mr. Downes, seconded by Mr. Vane, the City Manager was authorized to issue Mr. Outten a permit after building specifications were submitted, and that the building inspector see that all the conditions with respect to the building being fireproof and neat in appearance be complied with; also, that if and when the residence property is no longer used as such, it is to be raised or moved and replaced with a fireproof building.

Mr. George G. Richardson appeared before Council requesting permission to erect a frame, asbestos shingle building on South Governors Avenue approximately 200 feet south of Hope Street. Upon motion of Mr. Burton, seconded by Mr. Keith, Mr. Richardson was directed to submit specifications before permit could be issued.

SURVEY OF BUSINESS AND FIRE AREAS

In view of conflicting ordinances with respect to business and fire areas, the City Managerwas instructed to make a survey and have prepared an ordinance clarifying these areas, submitting it to Council at a future meeting.

GARBAGE COLLECTIONS

Mr. Warrington and Mr. Maag, representing the mercantile section of the Dover Chamber of Commerce, appeared before Council protesting against the proposed ordinance which states that all rubbish on Loockerman Street must be placed on the curb not later than 7 A.M. on collection days. They stated that this was entirely too early and that 9:00 o’clock would be a better hour. Mr. Wilcox suggested that since all business places are opened at 8:30, it would be difficult to collect after 9 A.M. since parking places on Loockerman Street would be taken by that time. After some discussion, upon motion of Mr. Downes, seconded by Mr. Vane, Mr. Wilcox was instructed to have an ordinance prepared stating that all rubbish must be out by 8:30 A.M. on collection days and to submit it to Council at its next meeting.

RURAL ELECTRIC EXTENSION

Upon motion of Mr. Keith, seconded by Mr. Carson, and at the request of the City manager, it was decided to defer action on the proposed rural electric extensions until the next meeting.

BASEBALL PARK

Mayor Woodford stated that Judge Terry had been informed that the Philadelphia National League Baseball Club would send a grounds keeper to Dover the week of November 8th to sow grass seed.

ONE-HALF ELECTRIC RATE FOR EMPLOYEES

Upon motion of Mr. LeFevre, seconded by Mr. Hinkle, it was decided that after 1 ½ years of continuous service all employees, including those that are retired, be given half-rate for electric service.
