SPECIAL MEETING

March 26, 1945

A special meeting of the Council of The City of Dover was held in the Council Chambers on Monday, March 26, 1945 at 7:0 P.M. pursuant to notice.

The meeting was called to order by Mayor Woodford. The Councilmen present were Messrs. Keith, Burton, Vane, Hinkle, Carson, LeFevre and Hartnett. The Clerk of Council was present and acting.

The City Manager and City Solicitor were in attendance at the meeting.

Mayor Woodford explained that the purpose of the meeting was to take action upon the condemnation of certain lands purporting to belong to Angelica Killen Cope and others which would be required in the development of the municipal swimming area along Silver Lake. Attention was called to the fact that due notice had been given as required by the charter of The City of Dover in condemnation proceeding and was pursuant to the requirements of the resolution adopted by Council March 12, 1945 relating to the acquisition of said lands.

There were no objections by any landowners to the taking of the land mentioned in said notice.

After maturely considering the statements on the part of the Mayor and the various members of the Council, the following resolution was presented by Councilman Keith, who moved its adoption, and which motion was seconded by Councilman Burton.

THIS RESOLUTION RESOLVED, that the Council of the City of Dover does hereby determine to proceed with the proposed acquisition of the property mentioned in the original resolution.

Upon a vote being taken the said resolution was unanimously adopted by all the councilmen present.

Thereupon the Mayor stated that it was in order to fix damages sustained by the owner or owners of the lands affected by the taking thereof, and after hearing the information presented before Council, the following resolution was introduced by Councilman LeFevre, who moved its adoption, and which motion was seconded by Councilman Hinkle.

THIS RESOLUTION RESOLVED, that the Council of the City of Dover, after hearing the evidence presented on behalf of the owners of the property affected by this proceeding, does hereby determine and fix the following damages as sustained by the owner or owners mentioned resulting from the taking of said property, and does hereby award damages to the said owners in the amounts mentioned as follows:

            W. Edward Haman                              5.00

            Kate Haman Dunn                               5.00

BE IT FURTHER RESOLVED, that the Treasurer of The City of Dover be and he is hereby authorized and directed to pay the amounts above awarded to the parties entitled on warrants drawn on him by authority of this Council.

Upon a vote being taken, the said resolution was unanimously adopted by all the councilmen present.

The Clerk of the Council read a communication from Messrs. George & Lynch relating to the removal of a certain amount of dirt from the Cope property, and on motion made by Mr. Keith, and seconded by Mr. Carson, the offer was unanimously rejected.

WILMINGTON SYMPHONY ORCHESTRA

Mayor Woodford explained to the City Council that the Wilmington Symphony Orchestra would like to come to Dover in the near future and give a Concert. He explained to the Council that in order to have this organization come to Dover it would be necessary to raise at least $300.00

Upon motion of Messrs. LeFevre and Burton, the City Council advised the Mayor that if he would raise $100.00 among the citizens of Dover that the City Council would appropriate $200.00 toward the expenses of this Concert.

Upon motion of Messrs. LeFevre and Carson, the City Council authorized the expenditure of $15,000.00 for Sewer reconstruction, installation of water mains and street resurfacing work as outlined by the City Manager. part of this work is to be done by the City forces and the remainder by outside contractors. All new street paving is to be predicated on curves being installed.
