REGULAR MEETING
February 12, 1945
The Regular Meeting of the City Council of the City of Dover was held on the 12th day of February, 1945. The Meeting was called to order at 7:30 P.M. by Mayor Woodford and on roll call the following members answered “Present”: Messrs. LeFevre, Keith, Carson, Burton, Hinkle and Vane.
This being organization meeting, Mayor John W. Woodford was sworn into office for the following year by Alderman W. D. Burton. The following elected Councilmen were sworn into office for the following two years by Alderman W. D. Burton: J. A. Downes, First District; John B. Carson, Second District; Willard M. Hinkle, Fourth District.
Upon motion of Messrs. Keith and Burton the City Clerk, Joseph O. Willis, City Treasurer, C. Burton Sypherd, City Solicitor, Melvin Hopkins, and Alderman, W. D. Burton were appointed for the ensuing years.
MINUTES
Upon motion of Messrs. Keith and Vane, the reading of the minutes of the last Regular and Special Meetings were dispensed with.
CITY MANAGERS REPORT
The City Manager’s Report for the month of January was read by the Clerk and accepted upon motion of Messrs, Keith and LeFevre.
The City Manager was instructed to accept the letter of Mrs. Dorothy Jackson advising her that the Recreational Program for the City was being taken up by a special committee.
Upon motion of Messrs. Keith and Hinkle, the City Council instructed the City manager to pay Ernest Jones, who has been on the City Payroll for about 5 years and is unable to work on account of bad eyesight, the sum of $10.00 per week for the balance of the year of 1945.
ALDERMAN’S REPORT
The Alderman’s Report for the month of January was read by the Clerk and accepted upon motion of Messrs. Keith and Hinkle.
A check amounting to $244.65 was turned over to the City Manager with the report of 21 arrests.
POLICE REPORT
The monthly report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Hinkle and Carson.
PERMIT FOR DOG KENNELS
Upon motion of Messrs. LeFevre and Keith, the City Council adopted the following resolution: “The City Council of the City of Dove Declares That the Erection of Dog Kennels for the Purpose of Breeding for sale or keeping for hire, dogs within the area adjoining City property be declared a nuisance and the permit for the erection of same be rejected.”
FIRE EQUIPMENT
Upon motion of Messrs. Burton and Carson, the City Council authorized the City Manager to purchase twelve (12) coats for the Auxiliary Firemen.
SOLICITOR’S REPORT
The Annual Report of the City Solicitor was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle.
PURCHASE OF LAND
Upon motion of Messrs. LeFevre and Burton, the City Solicitor was instructed to secure a price for the piece of land which runs out into the City property from the top of the Bank into the basement where the contemplated dog kennels are to be built. The purpose of purchasing this land is in order to straighten out the City Property line.
ORDINANCE
An Ordinance entitled “AN ORDINANCE REGULATING THE PARKING OF VEHICLES IN FRONT OF THE POST OFFICE PROPERTY FRONTING ON DOVER PLAZA AND FIXING PENALTIES FOR VIOLATION THEREOF” was passed upon the following vote:

AN ORDINANCE REGULATING THE PARKING OF VEHICLES IN FRONT OF THE POST OFFICE PROPERTY FRONTING ON DOVER PLAZA AND FIXING PENALTIES FOR VIOLATION THEREOF.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:
SECTION 1. That from and after the passage and approval of this ordinance, it shall be unlawful for any person to park any vehicle for more than one hour, between the hours of seven o’clock in the forenoon and six o’clock in the afternoon, on that part of Dover Plaza adjoining the property of the United States of America and upon which the Post Office Building is erected, between Federal Street in the City of Dover and extending westerly to the lands late of henry Ridgely, within said City.
SECTION 2. Anyone found guilty of violating the provisions of this ordinance shall be fined not in excess of Twenty-five ($25.00) Dollars for each separate offense, or upon failure to pay such fine and the costs taxed in such proceeding, shall be imprisoned not in excess of five (5) days.
SECTION 3. The provisions of this ordinance shall not be applicable between the hours of six o’clock in the afternoon of Saturday and Seven o’clock in the forenoon of the following Monday.
