REGULAR MEETING
December 11, 1944
The Regular Meeting of the City Council of the City of Dover was held on the 11th day of December 1944. The meeting was called to order by Mayor Woodford and on roll call the following members answered “Present”: Messrs. LeFevre, Keith, Burton Hinkle and Vane.
MINUTES
Upon motion of Messrs. Keith and Hinkle, the reading of the minutes of the last Regular Meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s Report for the month of November was read by the Clerk and accepted upon the motion of Messrs. Keith and Hinkle.
Upon motion of Messrs. LeFevre and Burton, the salary rate for laborers for street and water departments was set at $28.00 per week.
Upon motion of Messrs. Burton and LeFevre, the City Council authorized the City Manager to employ Mr. Alfred Joseph as City Engineer for another year.
TAX ASSESSOR
Upon motion of Messrs. Keith and Burton, Thomas E. Baker was appointed City Tax Assessor for the ensuing year.
ALDERMAN’S REPORT
The Alderman’s Report for the month of November was read by the Clerk and accepted upon motion of Messrs. Keith and Burton.
A check amounting to $143.00 was turned over to the City Manager with the report of 26 Arrests.
POLICE REPORT
The monthly report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Keith and Vane.
COMMITTEES
A Committee of 5 residents from Rodney Road appeared before Council and presented a petition signed by 17 property owners on Rodney Road asking that the entrance to the colored swimming hole be closed at the end of Madison St. and a new entrance opened connecting with Washington St. After some discussion, they were advised by the City Council that the Council had no authority to close Madison St. and that they would try to obtain Right of Way from Washington St. to the swimming hole which they hoped would encourage the traffic in that direction.
Mr. Vernon Derrickson appeared before Council in the interest of building a new hotel in Dover in the near future and asked that he be given option on the lot directly east of the City Hall. The City Council, upon motion of Messrs. Burton and Keith, agreed to prepare and enter into an option with the Venetta Hotel Corp. on the lot next to the City Hall at a price of $3,000.00 This option to run from December 11, to July 1, with the privilege of renewal for an additional 6 months at the end of that period.
A Committee of three, composed of Mr. Keith, Mr. Hinkle and City Manager, was appointed by the Mayor to work with Mr. Derrickson regarding the hotel proposition.
ORDINANCE
An Ordinance Regulating the Parking on certain portions of South State Street was passed by the following vote:
Messrs. LeFevre, Yes; Vane, Yes; Burton, Yes; Hinkle, Yes and Keith, Yes.
AN ORDINANCE REGULATING THE PARKING ON CERTAIN PORTIONS OF SOUTH STATE STREET.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:
SECTION 1. That from and after the passage and approval of this ordinance, it shall be unlawful for any person or persons to park any motor vehicle or other vehicle on the westerly side of South State Street included within that portion of South State Street bounded on the north by the southerly property line of the Clarence Burton Sypherd property extended easterly across said Loockerman Street, and the northerly side of Loockerman Street extended across said South State Street for a continuous period in excess of two (2) hours between the hours of seven o’clock in the forenoon and six o’clock in the afternoon.
SECTION 2. That from and after the passage and approval of this ordinance, it shall be unlawful for any person or persons to park any motor vehicle or other vehicle within the triangular plot formed by the intersection of South State Street and King Street South of the Richardson Hotel for a continuous period in excess of one (1) hour between the hours of seven o’clock in the forenoon and six o’clock in the afternoon.
SECTION 3. Any person or persons violating the provisions of this ordinance shall be fined not in excess of Ten ($10.00) Dollars for each separate violation, and upon failure to pay any fine assessed for such violation, shall be imprisoned not in excess of five (5) days, at the discretion of the alderman.

REPORT OF RECREATION CENTERS
The annual report of the Water St. playground and recreation center was read by the Clerk and accepted and ordered filed upon motion of Messrs. Burton and Hinkle.
