REGULAR MEETING

November 13, 1944

The Regular Meeting of the City Council of the City of Dover was held on the 13th day of November, 1944. The Meeting was called to order by Mayor Woodford and on roll call the following members answered “Present”: Messrs. Keith, Burton, Vane, Hinkle, and LeFevre.

Minutes

Upon motion of Messrs. Burton and Hinkle, the reading of the minutes of the last Regular Meeting was dispensed with.

City Manager’s Report

The City Manager’s report for the month of October was read by the Clerk and accepted upon motion of Messrs. Keith and Burton.

Upon motion of Messrs. Keith and Hinkle, the City Solicitor was instructed to proceed with the condemnation proceedings for the property east of the colored college bordering on Silver Lake. This condemnation for the purpose of securing a clear title to this lot so that the City could purchase same in connection with the Silver Lake Recreation project.

Upon motion of Messrs. Keith and LeFevre, the City Manager was instructed to advise the firm of Nap & Spence that their request for a NO-Parking area on Loockerman St. in front of their store, was rejected. This decision was made because the City Council could not be partail to any business establishment along the business street.

Alderman’s Report

The Alderman’s Report for the month of October was read by the Clerk and accepted upon motion of Messrs. Hinkle and Burton.

A check amounting to $281.30 was turned over to the City Manager with the report of 41 arrests.

Police Report

The monthly report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Keith and Vane.

Petition

A Petition signed by 28 Residents of Dover was presented to the City Council asking that they make no changes in the parking area at the intersection between State St. and Kings Highway (King St.).

After some discussion and hearing the report presented to the Council by City Manager Wilcox, also a study of the diagram presented by Mr. Wilcox, the City Council instructed the City Manager to mark off a parking area from the curb south of the Hotel Richardson – room for nine or ten cars. The marking off of this area would necessitate the closing of the short street connecting State St. and King St. in front of the Hotel.

This decision was made in accordance with the diagram presented by the City Manager.

Ordinance

An Ordinance entitled “AN ORDINANCE AMENDING CHAPTER 5 OF THE ORDINANCES OF THE CITY OF DOVER RELATING TO THE FIRE DEPARTMENT BY PROVIDING WHEN ELECTION OF CHIEF ENGINNER AND ASSISTANT ENGINEERS MAYBE OMITTED.”

This Ordinance was discussed and explained by the President of the Robbins Hose Co., Mr. C. R. Dempsey. The Ordinance was passed upon the following vote:

AN ORDINANCE AMENDING CHAPTER 5 OF THE ORDINANCES OF THE CITY OF DOVER RELATING TO THE FIRE DEPARTMENT BY PROVIDING WHEN ELECTION OF CHIEF ENGINEER AND ASSISTANT ENGINEERS MAY BE OMITTED.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:

SECTION 1.   That Section 2 of Chapter 5 of the Ordinances of The City of Dover entitled “Fie Department’ be and the same is hereby amended by adding a new paragraph at the end of said Section 2, reading as follows:

Whenever it shall appear after nominations have been received and closed for the election, at either an annual or special election, to be held for the purpose of electing the Chief engineer or Assistant Engineers, or any of them, that there are no contests for either or any of said offices, and such fact shall be duly certified by the certificate of the President and Secretary of any fire company acting under the provisions of the Charter or the Ordinances of the City of Dover, no election shall be necessary under the provisions of this ordinance, but upon the filing of such certificate as aforesaid the Council of the City of Dover shall appoint the person or persons designated as having been duly nominated by the various companies to fill the office or offices of Chief Engineer, First Assistant Engineer and Second Assistant Engineer, or any of them.

LETTERS

A Letter was read by the Clerk from Mrs. Henry Ridgely asking that the City Council place No-Parking signs in front of her garage doors and she was unable to put her car away for the night.

The City Council instructed the City Manager to take this matter up with Mrs. Ridgely and cooperate in any way possible to remove this inconvenience.

A Letter from Mr. Nelson J. Forney was read by the Clerk complaining of partiality shown by the Police Department in the matter of double-parking on Loockerman St.

The City Council instructed the City Clerk to answer Mr. Forney’s letter and to send him a copy of the ordinance governing this violation.

A Letter from the Sear, Roebuck & Co. signed by Mr. J. J. Koski, Manager, was read by the Clerk asking that he be authorized to install five hitching posts on Water St. facing the property which his company rented from Mr. Vane. These posts for the purpose of accommodating farmers who came to the store to trade.

The City Manager was instructed to contact Mr. Koski and suggest that he place these hitching posts on his own property. Also advising him that the City could not give a permit to place them along Water St.

REPORT OF CITY MANAGER’S CONVENTION

City Manager Wilcox read a report of the annual City Manager’s Convention which he attended in Chicago.

Upon motion of Messrs. LeFevre and Vane the Council voted that the report be received and filed with Thanks to the City Manager.

CITY SOLICITOR’S CONVENTION

Upon motion of Messrs. Burton and Vane, City Council authorized the City Solicitor, Melvin Hopkins, to be sent to the annual convention held in Cleveland, Ohio on December 6, 7, 8.

PAYROLL CHECKS

Upon motion of Messrs. LeFevre and Keith, the City Council authorized the City Clerk or the City Manager to sign all payroll checks, the account to be a special Payroll Account at the Farmers Bank of the State of Delaware, Dover, Delaware.
