REGULAR MEETING
October 9, 1944
The Regular Meeting of the City Council of the City of Dover was held on the 9th day of October, 1944. The Meeting was called to order by Vice Mayor LeFevre, and on roll call, the following members answered “Present”: Messrs. Downes, Keith, Hartnett, Burton, Vane, and Hinkle.
Minutes
Upon motion of Messrs. Burton and Downes, the reading of the minutes of the last Regular Meeting was dispensed with.
City Manager’s Report
The City Manager’s Report for the month of September was read by the Clerk and accepted upon motion of Messrs. Burton and Vane.
Upon motion of Messrs. Downes and Hinkle, the City Manager was authorized to install a new heater in the mill house. This heater to be replaced at a cost of as near $200.00 as possible.
Upon motion of Messrs. Downes and Hartnett, the City Manager was authorized to order, from the Link Belt Co., an additional screw conveyor in order to carry the coal to the three Edgemoor Boilers, and also a heavy duty vertical conveyor for filling the coal tank at approximately $2600.00. Mr. Wilcox explained that this additional goal handling equipment was badly needed in order that the City would be able to furnish the Delaware power & Light Co. with current and, at the same time, not disrupt the service to the regular city customers.
Alderman’s Report
The Alderman’s Report for the month of September was read by the Clerk and accepted upon motion of Messrs. Keith and Burton. A check amounting to $291.30 was turned over to City Manager with the report of 77 Arrests.
Police Report
The monthly report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Hinkle.
Petition
A Petition signed by the residents on Sackarackin Avenue was presented to Council asking that the City pave Sakarackin Avenue. After some discussion, the City Manager was instructed to advise Mr. Lewis Wallace, who was the person who presented the petition, that this paving would be considered after the war conditions are over explaining to him that the property owners on each side of the street to be paved is assessed a certain portion of the cost of such paving.
Appropriations
Upon motion of Messrs. Keith and Downes, the City Council appropriated $50.00 to the United War Fund Drive
Upon motion of Messrs. Burton and Keith, the City Council appropriated $250.00, which is the annual appropriation, to the City Library.
Committee
A Committee from the Dover Rotary Club consisting of Mr. George Ehinger, Mr. Norman Acker, and Mr. Harry Heite, appeared before Council recommending that the City eliminate parking on the triangle south of the Hotel Richardson and between the intersections of King St. and State St. They recommended that a curb be built around this triangle and a grass plot or flower garden be planted therein. This recommendation was referred to the City Manager with instructions that he make a survey of this area and report at the next regular meeting.
