REGULAR MEETING
July 10, 1944
The Regular Meeting of the City Council of the City of Dover was held on the 10th day of July, 1944. The Meeting was called to order by Vice Mayor LeFevre, and on roll call the following members answered “Present”: Messrs. Downes, Keith, Burton, Vane and Hinkle.
MINUTES
Upon motion of Messrs. Burton and Hinkle, the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s Report for the month of June was read by the Clerk and accepted upon motion of Messrs. Downes and Burton.
Upon motion of Messrs. Downes and Burton, the City Manager was authorized to have the necessary repairs made to the stack at the power plant. The estimate given for this work was approximately $700.00.
Upon motion of Messrs. Downes and Burton, the following resolution was adopted to acquire land for the purpose of opening a street between S. Bradford St. and S. Gov’s. Ave.
A RESOLUTION FAVORABLE TO THE OPENING OF A NEW STREET CONNECTING SOUTH GOVERNORS AVENUE WITH SOUTH BRADFORD STREET IN THE CITY OF DOVER
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:
SECTION 1. That the Council of the City of Dover does hereby determine that it is favorable to the opening of a new street connecting South Governors Avenue with South Bradford Street, in the City of Dover.
SECTION 2. That in addition to the lands already dedicated and useable in the opening of the said street connecting South Governors with South Bradford Street, it will be necessary to acquire the following described lands to complete the extension of said new street and the opening thereof between said South Governors Avenue and South Bradford Street, to-wit:
ALL that certain lot, piece or parcel of land lying and being situate in the City of Dover, East Dover Hundred, Kent County and State of Delaware and being on the east side of the right-of-way at South Governors Avenue in the said City, and more particularly described as follows:
ALL of Lot No. 21 as shown on a plot entitled “Plan of the Avenue Highlands”, as recorded in the office of the Recorder of Deeds in and for Kent County in the City of Dover, and State of Delaware, in Plot Book No. 1, Page 31, said Lot No. 21 being bounded on the west by South Governors Avenue, on the east by a public alley, on the south by Lot No. 20 and on the north by Lot No. 21-1/2, with a frontage of 50 feet on Governors Avenue, and extending east at right angles thereto 127.6 feet with Lot No. 20 and 127.2 feet with Lot No. 21/-1/2 to the aforesaid alley, and containing 6370 square feet of land, be the same more or less.
SECTION 3. That the proper officers of the City of Dover be and they are hereby authorized to take such proceedings as may be necessary to acquire little to the lands and premises mentioned and described in Section 2 of this resolution.
SECTION 4. That the Council of the City of Dover will sit to hear objections and to award just and reasonable compensation to anyone who will be deprived of property by reason of said opening of said new street on (Monday), the 24th day of July, A. D. 1944, at 7:30 o’clock P. M., Eastern War Time, in the Council Room of the City hall in the said The City of Dover.
SECTION 5. That the Clerk of the Council is hereby authorized and directed to prepare and post a copy of this resolution in five or more public places within the City of Dover at least five days before the day fixed for the hearing aforesaid, and that the said Clerk forward by United States Registered Mail a copy f such resolution to the last known owner or owners of the lands mentioned and described in Section 2 of this resolution at least five days before the date fixed for the hearing aforesaid.

Upon motion of Messrs. Downes and Burton , the City manager was authorized to include in the specifications of the dam, the necessary specifications to prepare for swimming pools or beaches for both white and colored citizens.
ALDERMAN’S REPORT
The Alderman’s Report for the month of June was read by the Clerk and accepted upon motion of Messrs. Burton and Keith. A check amounting to $76.05 was turned over to the City Manager with the report of 10 arrests.
POLICE REPORT
The monthly report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Keith and Burton.
LIGHT BILL ADJUSTMENT
Upon motion of Messrs. Keith and Burton, the City Manager was instructed to adjust the electric bill of William Honey as follows: The City Manager explained to the council that Mr. Honey’s bill had jumped from $1.50 per month to as high as $28.00 per month for the past two months. This irregular reading was caused by a ground or short circuit in the house wiring. The Council instructed the City Manager to bill the past two months the same as the month of July.
APPROPRIATION TO U.S.O.
Upon motion of Messrs. Keith and Vane, the council voted to appropriate $50.00 to the U.S.O. for the purpose of helping defray expenses of the Fourth of July Street Dance.
