SPECIAL MEETING
March 20, 1944
A Special meeting of the City Council of the City of Dover was held on the 20th day of March, 1944. The Meeting was called to order by mayor Woodford, and on roll call the following members answered “Present”: Messrs. LeFevre, Vane, Keith and Hinkle.
PURPOSE OF MEETING
The Meeting was called for the purpose of hearing recommendations of the Special Committee which was appointed by the Mayor to make a survey of the Insurance Policies held by the City of Dover.
The following recommendations were made by the Committee and accepted by Council:
Council approved the cancellation of Individual P.L. and P.D. Policies on Automotive Equipment and the substitution of a Comprehensive or Fleet Policy. Dover Insurance Agency was approved as carrier on the new policy.
It was decided that General Comprehensive Insurance covering all risks to which the City Government might be exposed was not necessary and the City Manager was instructed not to go ahead with this type of insurance.
Fire Insurance of $2,500 on the Water Street Recreation Center was approved.
Policy on Volunteer Firemen, raising death benefits from $1,000.00 to $3,000.00, weekly indemnity from $25.00 to $20.00, and medical expenses from $500.00 to $1,000.00, at a total premium of $315.00 was approved.
Council approved raising Fire Insurance on City Warehouse, building only, to $10,000.00 and Fire Insurance on equipment in accordance with inventory value.
Council disapproved Use and Occupancy Insurance.
The reduction of Machinery Break-down Insurance from $100,000.00 to $50,000.00 was approved, provided the savings in premiums were worth while.
It was decided to cancel Fire Insurance on the Mill property but continue Fire Insurance on the dwelling adjacent to the mill.
It was decided to cancel War Damage Insurance at the expiration of the present policies provided War conditions remained the same as at present.
REPAIRS TO DWELLING ON MILL PROPERTY
Upon motion of Messrs. Hinkle and LeFevre, the City Manager was authorized to investigate repairing and re-renting the house located on the mill property belonging to the City of Dover.
INCREASE IN SALARY
Upon motion of Messrs. Hinkle and LeFevre, the City Manager was authorized to increase the salary of Charles Legates from $47.00 to $50.00 per week.
LETTER
A letter from Kent County Business and Professional Woman’s Club was read by the Clerk urging the City Council to install a Recreational full-time program in the City . City Clerk was instructed to acknowledge receipt of this letter and state that the Council would take the matter into consideration.
