REGULAR MEETING
The regular meeting of the City Council of the City of Dover was held on the 9th day of November, 1943. The Meeting was called to order by mayor Woodford at 7:30 P. M., and on roll call the following members answered “PRESENT”: Messrs. LeFevre, Downes, Keith, Burton, Hartnett, Hinkle, and Vane.
MINUTES
Upon motion of Messrs. Keith and Hinkle and the reading of the minutees of the last Regular Meeting was dispensed with.
CITY MANAGER’S REPORT
The City manager’s Report for the month of October was read by the Clerk and accepted upon motion of Messrs. Keith and Hartnett.
Upon motion of Messrs. Keith and Hartnett, the City Council appropriated and authorized the City manager to spend $6,000.00 for a survey and map to be made of the City of Dover including boundary lines of City property, the City limits, water mains, sewers, fire plugs, electric lines, etc.
Upon motion of Messrs. Downes and Hinkle the City manager was authorized to employ a full time surveyor on the City payroll.
Upon motion of Messrs, Keith and Hinkle the City Manager was instructed to advertise for sale and to arrange a Public Auction of all equipment and buildings on the Mill property recently purchased by the City of Dover. The dwelling house and Mill property not to be included in the auction. Also the City manager was instructed to rent the dwelling house and to collect.
ALDERMAN’S REPORT
The Alderman’s report for the month of October was read by the Clerk and accepted upon motion of Messrs. Hinkle and Burton. A check amounting to $338.00 was turned over to the City manager with the report of 28 arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Vane.
OLD STREET ACCOUNTS
Upon motion of Messrs. Keith and Hinkle the City manager was authorized to deduct $3156.49 which represents street improvement accounts receivable which were old accounts and have been carried on HTE books for a period exceeding ten (10) years. These accounts were declared uncollectable.
ROBBINS HOSE COMPANY ELECTION
A notice from the Robbins Hose Company No. 1 and signed by the Secretary notifying the City Council that the election for Fire Chief and First and Second Assistant Fire Chiefs would be held in the Hall of the Robins Hose Company on the third Monday in November. The City Council, upon motion of Messrs. Keith and Hinkle approved the following judges to hold the election: C. R. Dempsey, J. C. Hayes, and H. R. Hancock.
APPROPRIATION TO BOY SCOUTS
Upon motion of Messrs. Keith and Downes, HTE City Council voted to appropriate $50.00 to the Boy Scouts drive for 1943.
COMMITTEE
The following Committee appeared before Council in behalf of the Dover Recreation Centers: Mr. Byron Hartley, Mr. Lee Layton, Mrs. A. A. Hearn, and Judge Charles L. Terry. Mr. Lee Layton acting as Chairman of the Committee, asked City Council for an appropriation of $235.00 per month during the school year to help carry on work of the Recreation Centers.
Upon motion of Messrs. Keith and Downes the City Council appropriated $235.00 per month until June 30, 1944 for this purpose.
