REGULAR MEETING
The regular meeting of the City Council of the City of Dover was held on the 11th day of October, 1943. The Meeting was called to order by the mayor Woodford, and on roll call the following members answered “Present”: Messrs. Downes, LeFevre, Keith, Millman, Hartnett, Burton, Vane and Hinkle.
MINUTES
Upon motion of Messrs. Burton and Keith, the reading of the minutes of the last regular meeting and special meeting was dispensed with.
CITY MANAGER’S REPORT
The City manager’s report for the month of September was read by the Clerk and accepted upon motion of Messrs. Keith and Burton. Upon motion of Messrs. Downes and Burton the City Council approved the adjustment in City payroll as presented by the City Manager for their inspection.
ALDERMAN’S REPORT
The Alderman’s report for the month of September was read by the Clerk and accepted upon motion of Messrs. Keith and Hinkle. A check amounting to $399.90 was turned over to the City manager with the report of thirty-two (32) arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Hinkle.
INCREASE IN PENSION
Upon motion of Messrs. LeFevre and Downes, the City Council approved an increase in the weekly pay of Lewis Chambers, who for the past several years had been receiving $10.00 per week pension. This amount was increased to $15.00 per week and the City Manager was instructed to get in touch with Chambers and to give him some light work to do for the next few weeks in order to justify this increase.
APPROPRIATION FOR HONOR ROLL
Upon motion of Messrs. LeFevre and Downes, the City Council changed their appropriation for the Junior Chamber of Commerce Honor Roll which was erected on the lands of the Farmers Bank on Loockerman Street, from $150.00 to $294.78, and the City Clerk was instructed to draw an order on the Treasurer for the bills totaling this amount.
COMMITTEE
A Committee of Citizens and property owners who resided on South Governor’s Ave. between Water Street and North Street appeared before Council and opposed to the opening up of the colored USO Center to be located on the Ingram property on the Corner of South Gov’s. Ave. and Bank Lane. After some discussion, upon motion of Messrs. Downes and Keith the City Council voted that they go on record as objecting to the opening of a colored USO Center at this location and that notice be sent to the Executives of the USO of such action.
Upon motion of Messrs. LeFevre and Downes, Council voted that Mayor Woodford be authorized to obligate the City not in excess of $2,000 for a colored Recreation Center to be located on Queen Street.
ORDINANCE
Upon motion of Messrs. LeFevre and Downes, an Ordinance Prohibiting the use of property condemned as Fire Hazards or as uninhabitable because of unsanitary or unhealth conditions, was passed by the following vote:

AN ORDINANCE PROHIBITINGTHE USE OF PROPERTY CONDEMNED AS FIRE HAZARDS OR AS UNINHABITABLE BECAUSE OF UNSANITARY OR UNHEALTH CONDITIONS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:
SECTION 1. That from and after the passage and approval of this ordinance, it shall be unlawful for any person to occupy, live in or to maintain a residence or business in any building or buildings which have been condemned as a fire hazard under any of the ordinances of the City of Dover.
SECTION 2. That from and after the passage and approval of this ordinance, it shall be unlawful for any person to occupy, live in or to maintain a residence or business in any building or buildings which have been condemned as dangerous to health because of unsanitary conditions existing in, upon, over or about said property.
SECTION 3. Before the provisions of this ordinance shall become applicable as to any property, it shall be the duty of the City manager, or in his absence or disability, of the Clerk of the Council to give thirty days written notice, by registered mail, at their last known post office address to each owner of such property or properties, and the tenants, occupants or lessees therein.
SECTION 4. The term “property” shall include any dwelling, store property or business property located within the City of Dover together with the land on which such building or buildings may be located.
SECTION 5. It shall be unlawful for any person to remain in possession of any property which ahs been condemned as a fire hazard or has been condemned as unsuitable for human occupancy because of any unsanitary or unhealthy conditions existing in, upon or above said property after notice has been given of such condmenation of said property as hereinabove provided.
SECTION 6. Any person or persons violating the provisions of this ordinance shall upon conviction thereof be fined not less than Five ($5.00) Dollars nor more than Fifty ($50.00) Dollars for each separate offense, or in lieu of the payment of such fine, shall be imprisoned not less than five (5) days nor more than thirty (30) days, or by both fine and imprisonment at the discretion of the court imposing such sentence. Each day that such violation continues shall be taken and construed as to be a separate offense under the provisions hereof.

CONDITION OF PROPERTY
Upon motion of Messrs. Hinkle and Burton, the property located on the corner of Railroad Avenue and Reed Street which was partly destroyed by fire was condemned and the City Manager instructed to notify the property owners that the remainder of the building should be removed from the premises.
TAXI PARKING SPACE
Upon motion of Messrs. LeFevre and Downes, the City Council allotted a parking space for two cars on Kirkwood Street in front of the Ritz to be used exclusively for Taxi Cabs.
PARKING SPACE
Upon motion of Messrs. Downes and Burton the City Council authorized Judge Ernest V. Keith to place No-Parking Signs on the South side of the Green in front of the Court House reserving space for one car which could be used for his convenience in getting to and from his work at the Court House. upon motion of Messrs. Downes and Keith, City Council voted to allow Mr. E. Cole Hutchinson the proper space in front of his gasoline tanks and place of business, located on King Street eliminating parking in this space. The proper distance and No-Parking lines to be decided upon by Mr. Hutchinson and the City manager.
BUS TERMINAL
Upon motion of Messrs. LeFevre and Downes, the recommendations of the City Manager, Mr. Wilcox, regarding the parking of buses for loading and unloading was adopted and parking on both sides of the Plaza in the East-bound land from State Street to Judge Keith’s driveway is eliminated.
REHABILITATE CITY WAREHOUSE
Upon motion of Messrs. Keith and Downes, City manager, Mr. Wilcox, was authorized to rehabilitate the City Warehouse so that it may be used for a store for City Supplies.
