SPECIAL MEETING
A special meeting of the City Council of the City of Dover was called on Monday, September 27, 1943. The meeting was called to order at 7:30 P. M. by Vice Mayor LeFevre, and on roll call the following members answered “PRESENT”: Messrs. Downes, Keith, Burton, Vane, Hinkle, Millman and Hartnett.
PURPOSE OF MEETING
Vice Mayor LeFevre explained to the City Council that the purpose of this meeting was to decide whether or not the City Council should purchase $25,000 worth of War Bonds. Upon motion of Messrs. Downes and Hartnett, City Council voted to purchase $25,000 worth of Government War Bonds. upon motion of Messrs. Downes and Burton the City Council voted to purchase $25,000 worth of Series F War Bonds. Upon motion of Messrs. Keith and Hinkle the City Council voted to divide the purchase of the Bonds between the three (3) Banks of the City of Dover as follows: $9,000—The Farmers Bank; $8,000—The Delaware Trust Company; and $8,000 The First national Bank. Also that the City manager be authorized to make this purchase.
PURCHASE OF PROPERTY
Upon motion of messrs. Downes and Hartnett, the City Council voted to purchase the residue of the McNeil Mill Property at a price of $12,000.00 Upon motion of Messrs. Dowens and Keith, the City manager, Mr. Wilcox, and City Solicitor, Mr. hopkins, were authorized to pay a deposit of $100.00 in order to bind the bargain of purchase for the Mill Property, and after securing an accurate survy of this property that they be authorized to purchase the same at a price of $12,000.
EMPLOYMENT OF A CHIEF POWER ENGINEER
Upon motion of Messrs. Downes and Keith, the City Council approved recommendation of City Manager Wilcox and authorized him to employ a Chief Power Engineer who shall have both Technical and Executive charge of the Power Plant and all outside distribution liens at a salary not to exceed $75.00 per week.
