REGULAR MEETING
The Regular Meeting fo the City Council of the City of Dover was held on the 13th day of September, 1943. The Meeting was called to order by mayor Woodford, and on roll call the following members answered “PRESENT”: Messrs. LeFevre, Downes, Keith, Millman, Burton, Hartnett, Hinkle, and Vane.
MINUTES
Upon motion of Messrs. Burton and Hinkle, the reading of the minutes of the last regular and Special Meetings was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s Report for the month of August was read by the Clerk and accepted upon motion of Messrs. Keith and Hinkle.
ALDERMAN’S REPORT
The Alderman’s Report for the month of August was read by the Clerk and accepted upon motion of Messrs. Hinkle and Hartnett. A check amounting to $222.65 was turned over to the City manager with the report of 34 arrests.
POLICE REPORT
The Report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Keith and Hinkle.
REPORT OF AUDITORS
The Report of mach and Company, Certified Public Accountants, who were employed to audit the City accounts for the fiscal year ending June 30th, 1943, was presented to the Council and upon motion of Messrs. LeFevre and Downes, the report was accepted and City Clerk instructed to have 100 copies printed and also to have it published in the local papers.
BUILDING PERMIT
An application for a building permit by W> Charles paradee to build two double houses on the North side of Washington St. was presented to Council and after some discussion, upon motion of Messrs. Hinkle and Keith, the City Council voted to reject this permit on the grounds that they did not feel that this type of dwelling should be built in that particular location.
PURCHASE OF PROPERTY
Upon motion of Messrs. Keith and LeFevre, the mayor, City manager, and Councilman Hinkle were authorized to negotiate the purchase of the McNeil Property, known as the Mill Property, with the power to act.
RATE OF PAY FOR LINEMEN
Upon motion of Messrs. LeFevre and Downes, the City Council authorized the City manager to adopt the same rate of pay for Electric Linemen comparable to the rates paid by the Eastern Shore Public Services Company., and also to increase the salaries of other employees approximately five (5%) per cent.
COLORED U. S. O.
Upon motion of Messrs. LeFevre and Downes, the City Council agreed to assume moving charges of the building located next to the Armory from the building site to a site on S. Queen St. as soon as the City can receive title to the lot. The cost for this moving operation shall not exceed $200.00.
ORDINANCE
The following ordinance was passed by the City Council and approved by the Mayor.

AN ORDINANCE TO AMEND SECTION 3, CHAPTER 5 OF THE ORDINANCES OF THE CITY OF DOVER RELATING TO THE FIRE DEPARTMENT BY FURTHER ESTABLISHING THE QUALIFICATIONS OF ELIGIBLE OR ACTIVE VOTERS AND CANDIDATES TO BE VOTED FOR AT ELECTIONS FOR CHIEF ENGINEER, FIRST ASSISTANT ENGINEER AND SECOND ASSISTANT ENGINEER.
BE IT ORDAINED BY THE COUNCIL FO THE CITY OF DOVER IN COUNCIL MET:
SECTION 1. That Section 3 of Chapter 5 of the ordinances of the City of Dover be and they are hereby amended by adding a new paragraph at the end of said Section 3 of Chapter 5, reading as follows:
No person shall be considered a candidate for election as Chief Engineer, First Assistant Engineer or Second Assistant Engineer unless he shall have been regularly nominated for such office and his name shall appear upon the official ballot to be voted at the election for the office or offices of Chief Engineer, First Assistant Engineer or Second Assistant Engineer.
SECTION 2. That said Section 3 of said chapter 5 of the ordinances of the City of Dover be further amended by adding another new paragraph at the end of said Section 3 of said Chapter 5, reading as follows:
Whenever the office of Chief Engineer, First Assistant Engineer or Second Assistant Engineer shall become vacant through the resignation, death, absence or disability of any person holding such office, such vacancy shall be filled by an election held by the qualified members of the company in which this vacancy occurs, and which said election shall be held in the manner and form as other elections of such department are held, without the necessity of nominating and electing under the supervision of the Council as herein set forth, unless the Council, after being notified of such vacancy, shall otherwise direct.
SECTION 3. That said Section 3, Chapter 5 of the Ordinances of the City of Dover be further amended by striking out all of the fifth sentence of the third paragraph of said section, reading as follows:
“No member of any company shall be deemed to be an active member who has failed to attend at least ten fires during the two years preceding the date of such certification.”
and inserting in lieu thereof as follows:
“No member of any company shall be deemed to be an active eligible member thereof and qualified to vote at the election of any or all of the chiefs who has failed to attend at least ten per centum of the fires, exclusive of siletn alarms, during the year preceding the date of the certification of the list of the active eligible members in good standing to the City Council, provided, however, that in the case of members who are now, or who have been, or who may hereafter be in the military service of the United States of America, such requirements shall be waived for the year next preceding the certification of such list.”
