REGULAR MEETING
June 28, 1943
The Regular Meeing of the City Council of the City of Dover was held on the 14th day of June, 1943. The meeting was called to order by mayor Woodford at 4:30 P. M., and on roll call the following members answered “PRESENT”: Messrs. LeFevre, Downes, Keith, Hartnett, Burton, Vane and Hinkle.
MINUTES
Upon motion of Messrs. Burton and Hinkle, the reading of the Minutes of the last Regular Meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s Report for the month of may was read by the Clerk and accepted upon motion of Messrs. Keith and Hartnett. The City Manager was instructed to have the following notice published in twoissues of the Dover papers in order to call $75,000 worth of City Bonds on July 1st, 1943.
REDEMPTION NOTICE
Notice is herby given that pursuant to the provisions of Chapter 158, Volume 40, Laws of Delaware, The City of Dover has elected to call and does hereby call for payment and redemption at par and accrued interest, on July 1, 1943, the following designated bonds issued by The City of Dover, pursuant to Chapter 158, Volume 40, Laws of Delaware, entitled “An Act Authorizing The City of Dover to Borrow Four Hundred Fifty Thousand Dollars and to Issue Bonds therefor, for the Purpose of Redeeming and Refunding Certain Outstanding Bonds of The City of Dover”, more particularly designated by series and numbers as follows:
Series D. Bonds numbered 46, 47, 48, 49, 50, 51, 52, 53, 54,
55, 56, 57, 58, 59, 60.
Series E. Bonds numbered 61, 62, 63, 64, 65, 66, 67, 68, 69,
70, 71, 72, 73, 74, 75.
Series F. Bonds numbered 76, 77, 78, 79, 80, 81, 82, 83, 84,
85, 86, 87, 88, 89, 90.
Series G. Bonds numbered 91, 92, 93, 94, 95, 96, 97, 98, 99,
100, 101, 102, 103, 104, 105.
Series H. Bonds numbered 106, 107, 108, 109, 110, 111, 112,
113, 114, 115, 116, 117, 118, 119, 120.
Holders of the hereinabove designated bonds are directed to surrender the same, together with all interest coupons thereto attached or appertaining, for redemption and payment at The Farmers Bank of the State of Delaware at Dover on or before July 1, 1943.
From and after the said redemption date, to-wit, July 1, 1943, said bonds will cease to bear further interest and the coupons for any interest maturing on said bonds subsequent to that date will be void.
This call is made and notice given pursuant to a resolution of the Council of The City of Dover duly had in that behalf. Dated Dover, Delaware, May 10, 1943.

ANNUAL AUDIT
Upon motion of Messrs. Keith and Burton, the City Council authorized the Mayor to employ Mack and Company as auditors of the City accounts for the fiscal year ending June 30th, 1943.
FINANCIAL REPORT
The Financial Report for the month of May was read by the Clerk and accepted upon motion of Messrs. Hinkle and Burton.
ALDERMAN’S REPORT
The Alderman’s Report for the month of May was read by the Clerk and accepted upon motion of Messrs. Burton and Keith. A check amounting to $395.15 was turned over to the City manager with the report of 53 arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Hinkle and Vane.
INSURANCE ON PLANT
Upon motion of Messrs. Hinkle and Keith, the City Council authorized the City Manager to take any necessary insurance coverage against fire or bombing on the buildings of the Electric Plant and Water Works.
COMMITTEES
The following Committees from the Senior Chamber of Commerce appeared before Council asking for financial aid in promoting a recreational program and swimming hole for Dover: Mr. Elliott Ryan, Mr. Jesse A. Harman, Mr. Karl Dorzback, Mr. Michelow. After some discussion, the City Council appointed a committee from the Council to meet with their committee in order to determine proper location along the lake to be made into a swimming hole. The Committee appointed was as follows: Mr. Keith, Mr. Vane, and City Manager, Mr. Shank. Also, Mr. R. C. Beckett, from the State Board of Health was asked to accompany this joint committee on Wednesday evening at 7:00 P. M.
FOURTH OF JULY PAGEANT
Upon motion of Messrs. LeFevre and Keith, the Mayor and his committee were authorized to proceed with arrangements for the pageant to be held in front of the Legislative hall on the evening of July 5th, with instructions to keep the cost within due bounds.
