REGULAR MEETING
January 12th, 1942
The Regular Meeting of the City Council of the City of Dover was held on the 12th day of January, 1942. The meeting was called to order at 7:30 P. M. with Mayor Woodford presiding and on roll call the following members answered present: Messrs. LeFevre, Downes, Keith, Millman, Hartnett, Burton, Hinkle and Vane.
MINUTES
Upon motion of Messrs. Burton and Hinkle, the readings of the minutes of the last Regular and Special Meetings was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of December was read by the Clerk and accepted upon motion of Messrs. LeFevre and Hartnett.
Upon motion of Messrs. Keith and Burton, the City Manager was authorized to cooperate with Mr. W. B. McKendrick, Jr. in zoning Traffic Routes 13 and 113A through the City of Dove as to speed zones, these zones to be laid out according to the recommendations of the State Highway Department.
Upon motion of Messrs. Keith and Downes, the City manager was authorized to employ any guards he deemed necessary for guarding the electric plant or other City property during the emergency, it being the opinion of Council that a guard was no longer needed at the sewage plant at the present time.
Upon motion of Messrs. Keith and LeFevre, Council voted that all requisition pringing or extra help for the national defense emergency should be handled by the City Manager on request of the Council of Defense.
TAX ASSESSOR
Upon motion of Messrs. LeFevre and Downes, Thomas E. Baker was named City Tax Assessor for the ensuing year.
FINANCIAL REPORTS
The financial report for the month of November was read by the Clerk and accepted upon motion of Messrs. Burton and Keith.
The financial report for the month of December was read by the Clerk and accepted upon motion of Messrs. Hinkle and Burton.
ALDERMAN’S REPORTS
The Alderman’s report for the month of November was read by the Clerk and accepted upon motion of Messrs. Burton and Keith. A check amounting to $284.00 was turned over to the City Manager with the report of 16 arrests.
The Alderman’s report for the month of December was read by the Clerk and accepted upon motion of Messrs. Burton and Keith. A check amounting to $41.50 was turned over to the City Manager with the report of 10 arrests.
The report of Walter S. Cubbage, Magistrate, was read by the Clerk and accepted upon motion of Messrs. Downes and Millman. A check for $79.50 was turned over to the City Manager with the report of 17 arrests.
POLICE REPORT
The reports of the Chief of Police for the months of November and December were read by the Clerk and approved upon motion of Messrs. Keith and Millman. The annual report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Keith and LeFevre. The City Clerk was instructed to write to the Chief of Police, informing him of the appreciation of Council for the complete records kept by his department during the past year.
LETTERS
Letters of appreciation from the Junior Chamber of Commerce for the use of the City Council Room on Friday, November 28th, for providing electric current for their booth during he sale of defense stamps, and for furnishing programs in connection with their recent Christmas Music Festival were read by the Clerk, and upon motion of Messrs. Keith and Burton, these letters were filed.
A letter from the Corresponding Secretary of the Board of Managers of the Palmer Home, Inc., Mrs. B. D. Hirons, thanking the City Council for laying a concrete pavement on Pennsylvania Avenue in the rear of the Palmer Home property and read by the Clerk and accepted upon motion of Messrs.
Millman and Downes.
A letter from the Executive Secretary of the State Board of Health, Mr. Edwin Cameron, was read by the Clerk asking that the City of Dover furnish free light and water to the venerial disease clinic located on Division Street, identified as the Daniel R. Wharton property. The letter stated that this courtesy is afforded them in other towns throughout the State. Upon motion of Messrs. Millman and Downes, Council voted that this clinic be given free light and water until further notice.
CITY ELECTION
The hold-over members of the City Council, Messrs. Hartnett, Millman and Hinkle, were appointed by Mayor Woodford to hold the City Election on Monday, January 19th, between the hours of one and four P. M.
ROBBINS HOSE COMPANY ELECTION
Upon motion of Messrs. LeFevre and Keith, the election of the Robbins Hose Company as reported to Council was confirmed.
REPORT OF THECITY BOARD OF HEALTH
Upon motion of Messrs. Keith and Burton, the report of the Executive Officer of the City Board of Health was accepted as read by the Clerk.
ORDINANCE
An ordinance entitled “AN ORDINANCE TO ESTABLISH RULES AND REGULATIONS APPLYING TO AIR RAID WARNINGS AND BLACKOUTS” was passed upon the following vote:
Messrs. Vane, yes;
LeFevre, yes;
Downes, yes;
Keith, yes;
Millman, yes;
Hartnett, yes;
Burton, yes;
and Hinkle, yes.

Upon motion of Messrs,. LeFevre and Burton, Council voted that this ordinance be published in the three local newspapers and that three hundred (300) copies of same be printed for distribution.
ADJOURNMENT
Council adjourned at 10 P. M.
