REGULAR MEETING

                                                                                                                        July 14th, 1941

            The Regular Meeting of the City Council of the City of Dover was held on the 14th day of July, 1941. The meeting was called to order at 7:30 P. M. with Mayor Woodford presiding and on roll call the following members answered present: Messrs. LeFevre, Downes, Hartnett, Burton, Keith, Vane and Hinkle.

MINUTES

            Upon motion of Messrs. Burton and Downes, the reading of the minutes of the last regular meeting was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of June was read by the Clerk and accepted upon motion of Messrs. LeFevre and Keith.

            Upon motion of Messrs. LeFevre and Keith, the City Manager was authorized to resurface the streets as recommended in his report.

FINANCIAL REPORT

            The financial report for the month of June was read by the Clerk and approved upon motion of Messrs. Keith and Hartnett.

ALDERMAN’S REPORT

            The Alderman’s report for the month of June was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle. A check amounting to $200 was turned over to the City manager with the report of 14 arrest. Another report of 29 arrests which were tried before Justice of the Peace W. S. Cubbage was read by the Clerk. A check of $264.50 in fines was turned over to the City Manager.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Hinkle and Vane.

REPORT OF CITY BOARD OF HEALTH

            The semi-annual report of the City Board of health was read by the Clerk and approved upon motion of Messrs. Hinkle and Keith.

PETITION

            A petition was received and read from a number of property owners surrounding the Dover Gas Plant who were complaining of smoke being a nuisance in that vicinity. The same was accepted and filed.

COMMITTEES

            Dr. Walter A. Hearn, Chairman of a Committee of the Wilmington Methodist Conference, appeared before Council regarding the reopening of the Wesley Collegiate Institute. Another member, Dr. Bunting, explained the purpose of the school and asked the City Council for financial help in remodelling and reconditioning the building. After discussion, they were advised that according to the City Charter, they had no legal right to donate any money to any private enterprise, but that the Council is heartily in favor of the movement and that the Mayor be authorized to take the matte up with the Junior and Senior Chambers of Commerce and to arrange for a public meeting on this matter, the meeting to be held in the near future.

RED CROSS SWIMMING CLASSES

            Upon motion of Messrs. Keith and LeFevre, the City Council voted to donate $10.00 to be used for the rental of the piers at the property of S. J. Hall for the purpose of conducting swimming lessons by the Red Cross.

ADVERTISEMENT

            Upon motion of Messrs. LeFevre and Downes, the City Clerk was instructed to draw an order on the treasury in favor of the Veterans of Foreign Wars in the amount of $50.00 for the purpose of advertising during the convention in Dover.

CLEANING OF LOTS

            Upon motion of Messrs. Hinkle and Vane, the City Clerk was instructed to employ someone to clean off the lot belonging to Rosewell Hammond on South Governors Avenue; also, to take the necessary steps in order to condemn and remove the house owned by W. J. Hartnett of Easton, Maryland, located on South Governors Avenue as a fire hazard.

SALARIES

            Upon motion of Messrs. LeFevre and Downes, the salary of the City Manager was increased $600 per year. Upon motion of Messrs. Keith and Downes, the City Manager was authorized to adjust salaries of the City employees as he saw fit.

ADJOURNMENT

            Council adjourned at 10 P. M.
