REGULAR MEETING

                                                                                                                        May 12th, 1941

            The regular meeting of the City Council of the City of Dover was held on the 12th day of May, 1941. The meeting was called to order at 7:30 P. M. with Mayor Woodford presiding and on roll call the following members answered present: Messrs. LeFevre, Keith, Hartnett, Burton, Vane, Hinkle and Millman.

MINUTES

            Upon motion of Messrs. Burton and Millman, the reading of the minutes of the last regular and special meetings was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of April was read by the Clerk and accepted upon motion of Messrs. Keith and LeFevre.

            Upon motion of Messrs. Keith and LeFevre, the Council authorized the City manager to purchase the lot from the Larmar Corporation for the purpose of opening the street from Bradford Street to South Governors Avenue alongside of Chick’s Restaurant in South Dover.

            Upon motion of Messrs. LeFevre and Millman, the City Manager was authorized to put a hard surface on Railroad Avenue from Division Street to William Street; on Lakewood place from William Street to Ross Street; South Street from State Street to Governors Avenue; and Water Street from New Street to Railroad Avenue.

            Upon motion of Messrs. LeFevre and Burton, the City Manager was authorized to lay the proper water mains on Railroad Avenue from the end of Mary Street to Brown Street, this main to be installed for the purpose of boosting the low water supply at the City Garage and that area.

            Upon motion of Messrs. Hinkle and Burton, the City Manager was instructed to remove the "Stop” signs imbedded in the center of the following streets and to install the regular curb “Stop” signs: on North Street at State Street and on Bank Lane at Governors Avenue.

FINANCIAL REPORT

            The financial report for the month of April was read by the Clerk and approved upon motion of Messrs. Hartnett and Millman.

ALDERMAN’S REPORT

            The Alderman’s report for the month of April was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle. A check amounting to $47.00 was turned over to the City Manager with a report of seven arrests.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Keith.

DAYLIGHT SAVING TIME

            Upon motion of Messrs. LeFevre and Millman, Council voted that the time of opening and closing of the City Offices be advanced one hour starting May 18th, 1941 at 12:01 A. M. and ending at 12:01 A. M. September 28th, 1941.

BICYCLE ORDINANCE

            Upon motion of Messrs. LeFevre and Millman, the City Solicitor was authorized to revamp the present Bicycle Ordinance and present same at the next regular meeting.

SALARY – CITY ASSESSOR

            Upon motion of Messrs. Millman and Vane, the City Clerk was authorized to draw an order on the treasury for the salary of the City Assessor for the year 1941.

DEED

            Upon motion of Messrs. LeFevre and Hinkle, the City Solicitor was authorized to draw a deed for the narrow strip of land on Elm Terrace between the sidewalk and the property of the Keith Sister, this land to be deeded to Mr. Thomas V. Keith.

            Council adjourned at 9 P. M.
