REGULAR MEETING

                                                                                                                        April 14th, 1941

            The regular meeting of the City Council of the City of Dover was held on the 14th day of April, 1941. The meeting was called to order at 7:30 P. M. with Mayor Woodford presiding and on roll call the following members answered “PRESENT”: Messrs. Keith, Millman, Downes, LeFevre, Hartnett, Vane and Hinkle.

MINUTES

            Upon motion of Messrs. Burton and Hinkle, the reading of the minutes of the last regular meeting was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of March was read by the Clerk and accepted upon motion of Messrs. Millman and Hinkle.

            Upon motion of Messrs. LeFevre and Keith, Council authorized the City Manager to extend the City electric lines on the North Little Creek Road in order to give service to the farms belonging to Harry Crawford, Harry Taylor, Mrs. Knight, Mrs. John Carson, Ernest Hall, William R. Conrad and John G. Tarburton. Before this line is built, it is required that at least four of these owners sign the proper application for said service.

            Upon motion of Messrs. Keith and Hinkle, the City Manager was authorized to purchase the proper amount of fire hose as recommended by the Fire Chief, but not to exceed 1,000 feet of 2 ½” hose and 200 feet of 1 ½” hose.

FINANCIAL REPORT

            The financial report for the month of march was read by the Clerk and approved upon motion of Messrs. Keith and LeFevre.

ALDERMAN’S REPORT

            The Alderman’s report for the month of March was read by the Clerk and accepted upon motion of Messrs. Keith and Millman. A check amounting to $44.00 was turned over to the City Manager with the report of five arrests.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Keith and Hinkle.

TAX RATE

            Upon motion of Messrs. Millman and Keith, Council voted that the City tax rate for the year 1941 be 75¢ per $100.

APPLICATION FOR AN ALLEY

            Application for an alley in the rear of the properties on the south side of Lotus Street was presented to Council, and upon motion of Messrs. Keith and Millman, Council voted to delay action on the opening of this alley due to the cost of same.

BUILDING PERMIT

            Upon motion of Messrs. Keith and Hartnett, the building permit was authorized for Mr. Ellis Danner for a double hose to be built on the south side of Washington Street.

COMMITTEE

            Messrs. Lee Layton, Harry Heite and William Smith appeared before Council asking that the Council adopt daylight saving time for the City of Dover during the coming summer. This committee represented the Dover Senior Chamber of Commerce. They were advised by Council to secure petitions or letters showing the number of persons who wished the time changed; at the same time, Council would get in touch with the surrounding towns to get their views on the matter. After this information had been secured, the Council agreed to hold another meeting in order to make their decision.

            Council adjourned at 9 P. M.
