REGULAR MEETING
February 10th, 1941
Mayor J. Wallace Woodford was sworn in office for the following year by Alderman W. D. Burton.
The following elected Councilmen were sworn in office for the ensuing year by Alderman W. D. Burton: J. A. Downes, First District; Curtis F. Millman, Second District; Willard M. Hinkle, Fourth District.

The regular meeting of the City Council of the City of Dover was called to order by Mayor J. Wallace Woodford at 7 P. M., and on roll call the following members answered present: Messrs. LeFevre, Downes, Keith, Millman, Hinkle, Vane and Burton.
ORGANIZATION
Upon motion of Messrs. Burton and Hinkle, Mr. Joseph O. Willis was appointed City Clerk for the ensuing year.
Upon motion of Messrs. Keith and Downes, Mr. C. Burton Sypherd was appointed City Treasurer for the ensuing year.
Upon motion of Messrs. Burton and Keith, Mr. Melvin Hopkins was appointed City Solicitor for the ensuing year.
Upon motion of Messrs. LeFevre and Downes, Mr. W. D. Burton was appointed City Alderman for the ensuing year.
APPOINTMENT OF COUNCILMAN TO FILL UNEXPIRED TERM OF GROVER C. FREAR, DECEASED
The City Council considered several applicants and names of citizens who were recommended to fill the vacancy in the Third District caused by the death of Councilman Frear. After some discussion, Mr. Maurice A. Hartnett, Jr., was elected to fill this vacancy, upon the following vote: Messrs. LeFevre, yes;
Downes, yes;
Keith, yes;
Millman, yes;
Hinkle, yes;
Vane, yes;
and Burton, yes.
NEW COUNCILMAN SWORN IN
After Mr. Maurice A. Hartnett, Jr. was appointed by the City Council to serve the unexpired term of Councilman Frear, he was called on the telephone by the City Clerk, and he appeared before Council and was sworn in by Mayor Woodford.
MINUTES
Upon motion of Messrs. Downes and Burton, the reading of the minutes of the last regular meeting was dispensed with.
CITY INSPECTOR
Upon motion of Messrs. Downes and LeFevre, the City Manager was authorized to employ Mr. Thomas E. Baker as a City Inspector at a salary of $25.00 per week, his duties to be such as the City Manager may describe. Also to be City Tax Assessor for the coming year.
RESOLUTION
Upon motion of Messrs. LeFevre and Downes, Mayor Woodford was asked to draft a suitable resolution of esteem and regards from the City Council to Mr. Frear’s widow. This resolution was ordered spread upon the minutes and also to be published in the local press.
CITY MANAGER’S REPORT
The City Manager’s report for the month of January was read by the Clerk and accepted upon motion of Messrs. Keith and Millman.
Upon motion of Messrs. LeFevre and Keith, the water rates on all commercial places, such as drug stores, eating houses, etc., were adopted as set forth in the City Manager’s report: that is, 25¢ per thousand gallons for the first 30,000 gallons, 12 ½ ¢ for the next 200,000 gallons and 10¢ for all above 230,000 gallons.
Upon motion of Messrs. LeFevre and Millman, the City Manager was authorized to prepare specifications and ask for bids on a new boiler to be installed in the light and water plant, the size to be determined by the City Manager.
ANNUAL REPORT OF THE CITY SOLICITOR
The annual report of the City Solicitor was read by the City Clerk and accepted upon motion of Messrs. Burton and Hinkle.
DONATION
Upon motion of Messrs. Keith and Burton, the City Clerk was ordered to draw a check on the Treasurer for $50.00 for a donation to be made to the Boy Scouts of America.
REMOVAL OF BUILDING
Upon motion of Messrs. Keith and LeFevre, the City Manager was instructed to notify Mrs. J. O. Wolcott to tear down the old building on the old Hartnett property on Water Street west of State Street.
FINANCIAL REPORT
The financial report for the month of January was read by the Clerk and approved upon motion of Messrs. Burton and Hinkle.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Hinkle and Burton.
ALDERMAN’S REPORT
The Alderman’s report for the month of January was read by the Clerk and accepted upon motion of Messrs. Keith and Burton. A check amounting to $23.00 was turned over to the City Manager with the report of five arrests.
COMMITTEE
Mr. E. Hall Downes appeared before Council asking for a reduction in the water rates for the Dover Public School. He was advised that nothing could be done on these rates until after the City got a reading on the water meter which was installed on January 1st, 1941, at which time a suitable rate would be determined.
