ADJOURNED REGULAR MEETING

                                                                                                                        November 18th, 1940

            The adjourned regular meeting of the City Council of the City of Dover was held on the 18th of November, 1940. The meeting was called to order at 7:30 P. M. with Mayor Woodford presiding and on roll call the following members answered present: Messrs. Downes, Keith, Hinkle, Vane, LeFevre, Burton and Millman.

MINUTES

            Upon motion of Messrs. Millman and Hinkle, the reading of the minutes of the last regular and special meetings was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of October was read by the Clerk and accepted upon motion of Messrs. Keith and Burton.

            Upon motion of Messrs. Keith and Downes, the City Council tabled the request of the petitioners to pen and pay Pennsylvania Avenue through to Rodney Road. This action was taken due to the fact that the cost of opening this street was considered too great to warrant this improvement.

            Upon motion of Messrs. Burton and Hinkle, the City Manager was authorized to prepare a light schedule affecting customers who burn current through the entire night in places of business, the rate to be presented at the next regular meeting and to be effective only to all night customers.

            Upon motion of Messrs. Keith and Hinkle, Council authorized the Building Commission to make a thorough investigation of the plans and specifications of Clements Cleaners, Inc., who requested a building permit for the purpose of putting another story on their preent building on Loockerman Street. The Building Commission was instructed to make their report and recommendations at the next regular meeting of Council.

FINANCIAL REPORT

            The financial report for the month of October was read by the Clerk and approved upon motion of Messrs. Burton and Hinkle.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Keith and Hinkle.

ALDERMAN’S REPORT

            The Alderman’s report for the month of October was read by the Clerk and accepted upon motion of Messrs. Burton and Millman. A check amounting to $86.00 was turned over to the City Manager with the report of 13 arrests.

COMMITTEES

            Mr. E. Stuart Outten appeared before Council regarding water rents, stating that he had installed eight outlets on one water pipe for the matter of convenience in running water to his different tubs in his cleaning establishment. Before these outlets were installed, he used one hose from one outlet. After some discussion, Council authorized the City Manager to take the charges off for these extra spigots.

            Dr. M. E. Boone appeared before Council, representing the Junior Chamber of Commerce, asking that the City appropriate $100 to be offered for prizes in lighting homes during the Christmas holidays. Upon motion of Messrs. LeFevre and Burton, Council appropriated $100 for this purpose.

A LETTER

            A letter addressed to the City Council from the Dover Chamber of Commerce was read by the Clerk regarding the enforcement of our ordinance on double parking and parking in our business area. This letter was accepted and filed.

ORDINANCE

            The following ordinance was adopted by vote of Council as follows:

                        Messrs.           LeFevre, yes;

                                                Keith, yes;

                                                Burton, yes;

                                                Vane, yes;

                                                Hinkle, yes;

                                                Millman, yes;

                                    and      Downes, yes.

AN ORDINANCE REGULATING THE PARKING OF VEHICLES ON THE PUBLIC STREETS, LANES AND ALLEYS OF THE CITY OF DOVER

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:

            SECTION 1.   It shall be unlawful to park any vehicle upon the streets, lanes or alleys of the City of Dover except that said vehicle shall be parked parallel with and adjacent to the curb line of such street, lane or alley, excepting in such districts or areas as the parking spaces shall be marked off under the supervision of the Police Department, duly authorized by the Council of the City of Dover, and where such parking lanes or spaces are so marked off it shall be unlawful to park otherwise than in such spaces or areas so marked off.

            SECTION 2.   It shall be unlawful to double park any vehicle upon the streets, lanes or alleys of the said the City of Dover unless such vehicle or vehicles shall be so parked under the supervision and direction of a member of the Police Department of the City of Dover.

            SECTION 3.   It shall be unlawful to park any vehicle in any restricted area or areas for a longer time than shall be designated for such area by a resolution or ordinance of the Council of the City of Dover.

            SECTION 4.   Wherever the term “vehicle” is used in this ordinance, the same shall be applicable to, and shall include, all motor vehicles and all horses or animal drawn vehicles, or any other vehicle used for the transportation of passengers or goods, wares or merchandise.

            SECTION 5.   Any person found guilty upon trial, or who shall plead guilty before the alderman of the City of Doer, of or to the violation of any of the provisions of this ordinance, shall be fined not in excess of Ten ($10.00) Dollars for each separate offense, and it is further provided that where the accused enters a plea of guilty and the fine imposed is not in excess of One ($1.00) Dollar, the costs taxed in such proceeding shall not exceed one ($1.00) Dollar.

A CLAIM

            A bill from Mr. W. H. Warrington was presented to the City Council in the amount of $91.35 representing water rent for one spigot for 14 years at $4.50 per year with compound interest to date. Mr. Warrington claims he had been paying on this extra spigot for the past fourteen year when there was no spigot in his property. Council instructed the City Clerk to write Mr. Warrington, advising him that the water survey which was taken prior to July first, 1940, was done to determine the correct number of outlets in all properties within the City limits. The instructions at that time were that no extra spigots were to be charged for and no credits given prior to that time. This outlet was discovered in this sruvey and immediately deducted from his bill. The City Council feel that they would be discriminating in making this allowance in-as-much as a great many additions and deductions were made in the survey, none of which were charged or credited.
