REGULAR MEETING
October 14th, 1940
The regular meeting of the City Council of the City of Dover was held on the 14th day of October, 1940. The meeting was called to order at 7:30 P.M. with Mayor Woodford presiding and on roll call the following members answered “PRESENT”: Messrs. Downes, LeFevre, Keith, Millman, Frear, Burton and Vane.
MINUTES
Upon motion of Messrs. Frear and Burton, the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of September was read by the Clerk and accepted upon motion of Messrs. Keith and Burton.
Upon motion of Messrs. LeFevre and Burton, the City Manager was authorized to install more street lights on South Bradford Street just north of Loockerman Street.
Upon motion of Messrs. LeFevre and Keith, the water rate for the Dover Special School was made 10¢ per thousand gallons, measured on a meter. The present bill for water consumed since the last payment is to be averaged from the first full quarterly reading of the new meter.
Upon motion of Messrs. Keith and Burton, the City Manager was authorized to erect a five-car garage back of the City Hall for the purpose of storing City trucks and cars.
FINANCIAL REPORT
The financial report for the month of September was read by the Clerk and approved upon motion of Messrs. Burton and Keith.
ALDERMAN’S REPORT
The Alderman’s report for the month of September was read by the Clerk and accepted upon motion of Messrs. Keith and Burton. A check amounting to $102.00 was turned over to the City Manager with the report of 16 arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Frear.
PETITION
A petition was presented to City Council and read by the Clerk, signed by residents on Rodney Road, asking the Council to extend Pennsylvania Avenue from Hazel Road to Monroe Street. This petition was presented by Charles Paradee. He was advised that the City Manager would investigate the expense of opening this street and report at the next meeting.
FIRE DEPARTMENT
The Chief of the Fire Department, Thomas E. Baker, appeared before Council recommending that the Council purchase a few pieces of additional equipment, such as nozzles, etc. for the fire department. Upon motion of Messrs. Downes and LeFevre, Chief Baker was authorized to place an order for this equipment.
COMMITTEES
A committee consisting of several residents and property owners residing on the north side of Sacarackin Avenue appeared before Council recommending that the alley back of their lots between Sacarackin Avenue and the Wolcott property be opened and graded so that they could place their garages on the back of their properties. The recommended that the property owners donate to the City an additional five feet of ground to be used in making this City an additional five feet of ground to be used in making this alley wider. Upon motion of Messrs. Keith and Burton, this matter was tabled until the property owners could give more definite information regarding the donation of the five feet of ground in question in-as-much as several of the property owners on that street had not been consulted.
ALDERMAN’S REPORT REFUND
Upon motion of Messrs. Keith and Frear, the City Clerk was instructed to draw an order on the Treasurer for the refund of three fines, namely: Carroll V. Evans, $10; Burton R. Raughley, $1; and A. C. Rule, $10.
ORDINANCE
Upon motion of Messrs. Downes and Vane, the City Solicitor was requested to prepare an ordinance regulating the time limit on parking on Loockerman Street and making the fines for the violation of such ordinance $1.00, payable at the City Hall if the violater so desires, instead of standing trial.
NEW HOTEL
A letter was read by the City Clerk from Attorney Ernest V. Keith Asking that the City Council grant an option on the piece of ground east of the City Hall for a period of ninety (90) days, this ground to be used for the purpose of building a new and modern hotel. Upon motion of Messrs. Keith and Downes, the Council appointed a committee, consisting of Mayor Wodford, City Manager Shank and City Solicitor Hopkins, to negotiate with Mr. Coppage regarding the option on this land, the power to act also being given the committee.
