REGULAR MEETING

                                                                                                                        June 10th, 1940

            The regular meeting of the City Council of the City of Dover was held on the 10th day of June, 1940. The meeting was called to order at 7:30 P. M. with Mayor Woodford presiding , and on roll call the following members answered present: Messrs. LeFevre, Millman, Downes, Keith, Frear, Vane, Burton, and Hinkle.

MINUTES

            Upon motion of Messrs. Keith and Frear, the reading of the minutes of the last regular meeting was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of May was read by the Clerk and accepted upon motion of Messrs. Keith and Burton.

            Upon motion of Messrs. Keith and Frear, the City Solicitor was instructed to draw an ordinance to be presented at the next meeting of Council limiting parking to two hours on the west side of South State Street from Loockerman Street north to the property line of C. Burton Sypherd.

            A request for the extension of our electric lines for 1 ¼ miles on the Leipsic Road to take care of four customers was read by the Clerk, and upon motion of Messsrs. LeFevre and Burton, this request was rejected owing to the fact that they did not feel that the income from the four customers would warrant the expenditure of building this line.

            Upon motion of Messrs. Downes and LeFevre, the City Manager was authorized to contract with George & Lynch for the purpose of resurfacing Loockerman Street from State Street to the railroad, at a price of $5.50 per ton for the resurfacing material, delivered and applied.

            Upon motion of Messrs. Keith and Burton, the City Manager was authorized to install hard surface shoulders on Division Street as far west as the railroad.

            Upon motion of Messrs. Hinkle and Burton, the City Clerk was instructed to pay the balance of $5,000 on the Sewer Bond held by the Farmers Bank.

FINANCIAL REPORT

            The financial report for the month of May was read by Clerk and approved upon motion of Messrs. Downes and LeFevre.

ALDERMANS REPORT

            The Alderman’s report for the month of May was read by the Clerk and accepted upon motion of Messrs. Vane and Keith. A check amounting to $23.00 was turned over to the City Manager with the report of five arrests.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Hinkle and Dowens.

COMMITTEES

            Mr. A. W. Tarvin, a merchant and resident, located on Loockerman Street, appeared before Council and asked that something be done in regard to loud music and boisterous talking after twelve o’clock midnight, especially on Sunday nights, on Loockerman Street; also the noise of blowing automobile horns when driving down Loockerman Street, unnecessarily. Mr Tarvin was advised that the police would be given strict orders to look into this matter and relieve the situation.

PETITIONS

            Petitions were presented to Council for and against the erection of a colored church on South Kirkwood Street between Cecil and Fulton Streets. The City Clerk was instructed to advise the signers of these petitions that the Council had no jurisdiction over the building of a church in a residential district as long as the type of building complied with the other buildings in that section.

BUILDING PERMIT

            A building permit was presented to Council for the erection of a $100 frame residence to be built on Water Street by John C. Foreaker. Upon motion of Messrs. Keith and Burton, the permit was rejected.

LETTERS

            A letter from the Walter L. Fox post of the American Legion signed by the Chairman of the 4th of July Celebration Committee, Mr. George H. Hill, was read by the Clerk requewsting a donation of $150 for the purpose of making a safe and sane 4th of July for this community. Upon motion of Messrs. LeFevre and Frear, the City Clerk was instructed to draw an order on the treasury for $150 in favor of the American Legion for this purpose.

STATE BOARD OF HEALTH

            The City Council accepted the resignation of Dr. L. A. H. Bishop who has been President of the City of Dove Board of Health for a number of years. Dr. Bishop sent in his resignation due to the fact that he is getting old and felt that he would like to be relieved of this responsibility.

AIRPORT COMMITTEE

            Upon motion of Messrs. Downes and Hinkle, a standing committee for a new Dover Municipal Airport was authorized to secure option on several tracts of land for the purpose of building a new municipal airport, one of these tracts of land to be approved by the U. S. Government for airport use before the purchase can be completed.

            Council adjourned at 9 P. M.
