REGULAR MEETING
May 13th, 1940
The regular meeting of the City Council of the City of Dover was held on the 13th day of May, 1940. The meeting was called to order at 7 P. M. by mayor Woodford and on roll call the following members answered present: Messrs. LeFevre, Downes, Keith, Millman, Burton, Vane and Hinkle.
MINUTES
Upon motion of Messrs. Burton and Hinkle, the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of April was read by the Clerk and accepted upon motion of Messrs. Keith and Millman.
Upon motion of Messrs. Hinkle and Keith, the City Manager was authorized to extend the City electric lines east on the Cowgills Corner Road 2.3 miles as recommended in his report.
Upon motion of Messrs. Keith and Vane, the Mayor appointed City manager Shank, City Solicitor Hopkins and Councilman LeFevre as a committee to investigate the importance of enlarging the present airport, or of purchasing enough ground several miles from town to be made into a municipal airport, and to report at the next meeting.
FINANCIAL REPORT
The financial report for the month of April was read by the Clerk and approved upon motion of Messrs. Keith and Burton.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Keith and Hinkle.
ALDERMAN’S REPORT
The Alderman’s report for the month of April was read by the Clerk and accepted upon motion of Messrs. Hinkle and Vane. Checks amounting to $186 were turned over to the City Manager, with a report of ten arrests.
COMMITTEES
Mr. Thomas E. Baker appeared before Council asking permission for the Robbins Hose Company to held their annual carnival on the land belonging to the City, back of the Equitable Life Insurance Building, from July 12th to 22nd, inclusive. This permit was granted.
A group of citizens from South Governors Avenue and South New Street north of Loockerman Street appeared before Council interested in the proposed new highway to be built by the State through the City in order to take care of the increased truck traffic. They were advised that nothing definite had been decided upon by the State officials and that the City Council would not enter into any agreement with the State without first consulting the property owners along the effected route.
ASSESSOR’S SALARY
Upon motion of Messrs. Downes and Vane, the City Clerk was instructed to draw an order for the salary of the Assessor in the amount of $300.
ORDINANCE
An ordinance designating a portion of King Street for the use of one-way traffic only was read by the Clerk, and upon motion of Messrs. Keith and Burton, Council voted to table this ordinance until a future date.
NEW WATER LINE
Mr. Frank Hartnett presented a request to Council to extend the water lines from the airport east a distance of approximately one-half mile in order to serve a new home which he is building on the North Little Creek Road. Upon motion of Messrs. Hinkle and Keith, Council instructed the Clerk to notify Mr. Hartnett that the City would put this line in for him at cost.
APPROPRIATION
Upon motion of Messrs. Keith and Burton, the Clerk was instructed to draw a check for $250 which is the annual appropriation to the Dover Public Library.
LETTER OF CONDOLENCE
Upon motion of Messrs. LeFevre and Keith, the Clerk was instructed to send a letter of condolence to the family of Mr. Herman C. Taylor.
ANNUAL AUDIT
A letter from Mack & Compnay, C.P.A. of Wilmington, was read by the Clerk quoting a price of $400, including all expenses, as the cost of making an examination of the financial records of the City of Dover for the pat year. Upon motion of Messrs. Burton and Millman, the Clerk was instructed to write Mack & Company, informing them that their proposition had been accepted by the City Council.
