REGULAR MEETING

                                                                                                                                    April 8th, 1940

 

The regular meeting of the City Council of the City of Dover was held on the 8th day of April, 1940. The meeting was called to order at 7:30 P. M. by Mayor Woodford and on roll call the following members answered present: Messrs. LeFevre, Keith, Millman, Frear, Burton, Vane and Hinkle.

MINUTES

            Upon motion of Messrs. Burton and Frear, the reading of the minutes of the last regular meeting was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of march was read by the Clerk and accepted upon motion of Messrs. Frear and Keith.

            An application for a two-mile electric line extension was held up for further information until the next regular meeting.

            Upon motion of Messrs. Keith and LeFevre, the City Clerk was instructed to pay off $5,000 of the Tar Ditch Sewer Extension Bond at the Farmers Bank.

            Upon motion of Messrs. LeFevre and Keith, Council authorized the members of the Soroptimist and Kiwanis Clubs, or any other organizations who wish to do so, to install park benches on the Dover Plaza, provided, however, that these benches be properly located and of an attractive design which would meet the approval of the City Manager.

            Upon motion of Messrs. LeFevre and Keith, the City Solicitor was instructed to prepare an ordinance making King Street a one-way street from Loockerman Street to Budd Street.

            Upon motion of Messrs. LeFevre and Keith, the Solicitor was instructed to draw an ordinance prohibiting a left-hand turn on Loockerman Street at Governors Avenue and to remove the barrier from the center of the street.

            Upon motion of Messrs. Keith and Hinkle, the City Manager was authorized to build a brick garage back of the City Hall which will house five or six cars, this garage to be built of architecture in keeping with the City Hall.

            Upon motion of Messrs. Keith and Frear, the City Manager was authorized to install an 8” water main from Governors Avenue to Forest Street on Loockerman Street.

TAX RATE FOR 1940

            Upon motion of Messrs. LeFevre and Frear, Council adopted a tax rate for the coming year of 75¢ per $100.

FINANCIAL REPORT

            The financial report for the month of March was read by the Clerk and approved upon motion of Messrs. Hinkle and Burton.

ALDERMAN’S REPORT

            The Alderman’s report for the month of March was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle. A check amounting to $33.00 was turned over to the City Manager with the report of five arrests.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Keith and Vane.

TAX APPEALS

            Tax appeals as presented to the Appeal Board were presented to the City Council, and upon motion of Messrs. LeFevre and Millman, all recommendations of the Appeal Board were adopted.

FIREMEN’S MONUMENT

            Upon motion of Messrs. Frear and Burton, the City Council agreed to assume the obligation of furnishing a top for the unfinished firemen’s monument located on the Loockerman Street Plaza, the cost not to exceed $125.00.

REPORT OF SECRETARY OF BOARD OF HEALTH

            Upon motion of Messrs. Keith and Burton, the report of the Secretary of the City Board of Health was accepted as read by the Clerk. The Secretary’s salary of $50 and expense account of $35.00 were ordered paid.

COMMITTEE

            Mr. Nelson Slaughter, a committee of one, representing the State Board of Game and Fish Commission, appeared before Council asking permission to build a gas house for the destruction of small animals somewhere near the incinerator so that they could be burned after being destroyed. Action on this matter was held up due to the fact that certain classes of animals have to be kept five days after capture.

PLOT OF WATER MAINS

            A drawing, plotting all water mains, fire plugs and valves, was presented to the City Council by Fire Chief Thomas E. Baker. These drawings were in detail with recommendations for additional mains and fire plugs for fire protection of the City. Upon motion of Messrs. LeFevre and Keith, the City Clerk was instructed to draw an order on the treasurer for the sum of $25.00 in favor of Thomas E. Baker for these drawings.

            Council adjourned at 9:05 P. M.
